Scope of Work Capture Consultant, Ukraine Counter Trafficking (CTIP) in Persons Activity Location: Kyiv, Ukraine, with possible travel to other cities Unit: Human Rights, Education, and Empowerment Duration: Up to 15 days (120 hours) of work between January 22, 2024 and April 1, 2023 with a possible extension Background: Winrock International has a longstanding commitment with over 20 years of experience in combatting trafficking in persons (TIP) through advancing prevention, and protection. Winrock has worked In Eastern Europe, Central and South Asia, South East Asia and Latin America with local/national/regional governments, civil society organizations, companies, and other key stakeholders to reduce human trafficking. Winrock is currently preparing for an anticipated project to strengthen Ukraineโ€™s state response to trafficking, prevent trafficking through awareness raising, and provide assistance to reintegrate victims of trafficking. Assignment Summary: The consultant will conduct research and stakeholder outreach to identify the current status and gaps in the efforts to prevent and respond to instances of trafficking; facilitate meetings for Winrock with key actors as needed; deliver technical report to answering the below question that includes relevant research, statistical data and media reports related to cross-border and internal TIP in Ukraine for sexual, labor and other forms of exploitation (with reference to English-language and Ukrainian-language publications and resources), follow up with stakeholders and partners to obtain letters of support and sign collaboration/teaming agreements; participate in technical design sessions and review technical strategy documents as needed. Specific tasks to be carried out during this assignment are as follows: Provide an overview of the current status, gaps, and windows of opportunity in addressing cross-border and domestic human trafficking in Ukraine (including forced labor, sex trafficking, child trafficking, and other forms): Develop a geographic overview of different manifestations of TIP across Ukraine, identifying specific vulnerable groups, types of trafficking, industries where exploitation occurs and geographic priorities/hotspots. Use available government data, other evidence, and stakeholder inputs to rank areas of highest TIP prevalence and at-risk populations. Identify key achievements and gaps in domestic CTIP in the areas of victim protection and services, prevention (including awareness and services for at-risk populations), prosecution of TIP, policy, and its implementation, as well as existing partnerships with(in) most affected industries. Specify windows of opportunities that may exist or challenges to be aware of. d) partnerships with most affected industries; and e) prosecution of TIP cases. Offer recommendations on most impactful and feasible solutions and activities Prepare a directory of key governmental (national and provincial levels), nongovernmental, international, private sector and other stakeholders in Ukraine that are engaged in CTIP. Outline specific roles they play, their reach, influence, size. In addition, the directory should list stakeholders and roles and adjacent areas, such as child rights, labor rights, justice, anti-GBV and health organizations that may serve as potential partners or collaborators. The directory should include: Government Social services and shelters Healthcare providers Law enforcement Legal professionals including lawyers, judges, and prosecutors Civil society and business Ukrainian and regional NGOs Media organizations Private sector working on issues of ethical recruitment, business and human rights, worker rights Organize remote and/or in-person meetings with stakeholders: Hold meetings with government officials, international and local NGOs, and other stakeholders. Attend meetings or hold calls on behalf of Winrock and provide detailed notes on information gathered. Prepare and send follow-up emails or letters of thanks to those who met with Winrock. Assist in the collection of relevant follow-up documents (project reports, research, policies, tools, etc.) from stakeholder groups and other sources. Assist in the collection of โ€œletters of supportโ€ from potential partners identified with Winrock. Engage in technical design calls as needed. Deliverables: Report outline draft Stakeholder directory and analysis per provided by Winrock template A (maximum) 20-page report outlining responding to technical questions above QUALIFICATIONS: Extensive knowledge of TIP, labor and sexual exploitation, relevant government structures, and the TIP stakeholder landscape in Ukraine Strong organizational skills and experience in securing and organizing meetings with relevant stakeholders Experience liaising with government officials and familiarity with Ukrainian operating environment; Ability to manage available time and resources and work on tight deadlines Experience in consolidating and analyzing data and writing reports Strong interpersonal skills, cultural awareness, and sensitivity Fluency in English and Ukrainian Winrock is an equal opportunity employer.
