Standard Job Description

BTP Programme Director

Organizational Setting and Work Relationships
The Programme Director- Business Transformation Programme (BTP) will oversee the definition, management, implementation, and delivery of the BTP initiatives, including any related cross-cutting initiatives associated with the implementation of the new systems. The Programme Director will manage relationships with executive and senior stakeholders to ensure the effective delivery of the expected programme outcomes and outputs.
This position is located within the BTP Programme Office, and the incumbent functionally reports to the Business Transformation Programme Executive Committee (PEC) and, administratively, to the Director for Change, who chairs the PEC. The Programme Director will work in close collaboration with senior-level stakeholders in the Divisions and Bureaux and the BTP project teams.
The Programme Director provides the interface between the Programme ownership and the delivery of the Programme and acts as the primary focal point for the PEC. The incumbent directs the work of the Programme Management Office, with the support of the Programme Manager, and works closely with the Chief, Business Relationship Management (DIST/BRMS), on the day-to-day management of the BTP. S/he works closely with the Director for Change and UNHCR senior management to ensure strong management and governance of the BTP and alignment with UNHCR's broader transformation.

Duties
- Identify and promote strategic issues, opportunities, and risks, and clearly communicate the links between the Organization's strategy and the enhanced opportunities bringing efficiency and effectiveness by transforming, improving, and simplifying business processes.
- Ensure that the BTP is delivered through a robust change programme that aligns with and supports the Organization's transformation goals, working with the senior management team to direct and implement changes in methods of working and supporting tools, while ensuring that change is integrated in all programme and project activities.
- Engage and manage the key sponsors and focal points across the Organization, demonstrating a functional acumen in support of how solutions will address the Organization's goals while maintaining alignment with industry best practices; deliver appropriate and effective executive-level communication across the life of the programme and its related projects.
- Perform risk evaluation and implement a process to effectively manage risks associated with the BTP and related change processes, including the monitoring of, and reporting on, the risk framework's related controls and indicators to senior management.
- Develop strategies to accomplish programme objectives; resolve conflicts by pursuing mutually agreeable solutions; coordinate programme work across the relevant divisions, Bureaux and offices, and the multiple project streams; monitor and ensure that programme and project activities are synchronized.
- Direct and manage communication to key internal and external stakeholders, the end-user community, relevant third parties and programme and project team members, in a timely manner.
- Ensure the methodologies deployed, and deliverables produced, adhere to the UNHCR programme and project management standards and procedures, as set forth in UNHCR's Project Management lifecycle (PMLC).

- Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

Essential
At least 17 years of progressively responsible work experience in programme management in an international environment; including at least 5 years of demonstrated experience and success in managing, coordinating and successfully delivering programmes and/or initiatives, across geographical locations and organizational departments under intense pressure and complex emergency situations.
Demonstrated strategic thinking and understanding of interdependencies between business, operations, and technology needs, evidenced by the ability to quickly formulate comprehensive plans to meet organization's strategic objectives and address challenges/risks.
Understanding of project and programme management principles, quality assurance and risk management methods and techniques.
Demonstrated ability to motivate and lead a high performing team to meet project goals, adhering to their responsibilities and project milestones in international, multi-cultural, matrixed team settings.
Excellent interpersonal skills with ability to influence, lead negotiations and build consensus among internal and external stakeholders, including experience in vendor negotiations and management.
Capable of maintaining a high degree of effectiveness in a multi-tasking role, synthesizing information quickly, managing priorities, delivering with quality, and working to challenging timescales.
Excellent verbal, written communication skills in English, executive-level presentation skills and strong organizational credibility to report to governance bodies and to senior stakeholders.
Ability to travel upon short notice up to 25% of the time.

Desirable
Prior experience in senior management roles in the humanitarian or development sector or working in developing and/or conflict-affected countries is preferred.
Experience in the key functional areas relevant to the BTP, including programme, financial, administrative, supply chain and human resources management.
Experience with UNHCR and/or different UN agencies, and/or humanitarian actors is a strong advantage; and,
Knowledge of other UN working languages (e.g., French, Spanish) is an advantage.
