The Position The Bid Manager will support strategic programme development efforts in response to contract opportunities from European institutional donors. They will do this by:
1) supporting prepositioning efforts;
2) leading and/or supporting bid development processes; and
3) writing, editing and reviewing bid documents.

They will help enhance Mercy Corpsโ€™ competitiveness by working with the wider contracts team and counterparts in the NI team to develop/improve tools and guidance on the bidding process.

The Bid Manager will contribute to two of the contracts teamโ€™s three broad areas of work: pursuit of new business and bid development; support to implementation of live contracts; and our overarching strategic approach to contract funding. Each of these allow the contracts team to support Mercy Corpsโ€™ European Strategic Plan, and, in turn, our global strategy Pathway to Possibility (P2P).
As we begin an intentional expansion of our contract work โ€“ to include new donors across Europe โ€“ this is an exciting time to join the contracts team and be a meaningful part of developing our contract portfolio and expertise.
Reporting to the Senior Contracts Manager, the Bid Manager will work with a variety of other HQ Programme units and other departments, including Compliance, Finance, New Initiatives, People & Strategy, Legal, Policy and Advocacy, Mercy Corps Counterparts at Mercy Corps HQ offices in Europe; Mercy Corps donors and partners.

Essential Job Responsibilities

Bid Development and Support

Bid Design and Development:o Take on Bid Lead roles, as well as Bid Writer roles, as necessary and appropriate.
o Responsible for leading or supporting the development of strategic bids to European institutional donors (primarily and initially FCDO and SDC, but expanding to other European Contract Donors like EC, Dutch Gov, German Gov, French Gov, Nordics) and applying the agencyโ€™s best practices in proposal and bid development.
o Special emphasis is on supporting: (1) large or strategic contract funding opportunities and/or (2) complex or multi-country and multi-sector efforts.
o Responsible for managing large and dispersed bid development teams with many actors including coordination between HQ and field offices.
o Responsible for overseeing negotiations with numerous actors (local and international) both for prime/lead and sub positions for the organisation.
o Manages budget development process for complex bids ensuring adequate coordination between technical design and budget development processes.
o Oversees large, high-pressure recruiting processes for bids, and develop management plans for the organisation.
Strategic Pre-Positioning:o Assist country teams in efforts to pro-actively prepare for strategic opportunities and influence donor strategies. This may include activities such as (1) support for targeted assessments that will help create funding opportunities or increase competitiveness of the agency in solicitations; (2) facilitating strategic planning sessions with country programmes. Helps promote good prepositioning practices amongst field and desk teams. General contract readiness:o Develop tools, templates, guidance and training (much already exists) to further strengthen the organisationโ€™s approach to contract funding. Where relevant, provide orientation and/or training sessions on these tools, templates and guidance documents, both at HQ and in the field.
o Develop and maintain a range of compelling capacity statements across a number of relevant areas (technical areas, approaches, countries, donors etc

Recruitment Support & Deployment
Where appropriate, participate in recruitment processes as they relate to bid development and contract mobilisation (i.e., interview panel)

Orientation/training
Facilitate the orientation of new Programme and other staff as appropriate through training on key organisational bid development processes, tools and systems.

Representation
Represent Mercy Corps at meetings and events when required (e.g., Early Market Engagement events; Bond meetings).

Other:
Act as a focal point for backstopping for SCM during field trips or short-term absence. May be required to travel to the field to support any of the above. Any other duties as assigned.

Accountability

Reports Directly To: Senior Contracts Manager
Works Directly With: Compliance Adviser, wider Contracts Team, New Initiatives Team, HQ Programmes Teams, Policy and Advocacy, Programme Accountability and Quality, Strategic Partnership Team.

Accountability to Participants and StakeholdersMercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualifications & Transferable Skills

5-7 years' experience in program design and proposal/bid development in a wide variety of sectors, donors and geographic locations โ€“ with a proven track record of success. Experience of working for both not-for-profit and private sector organisations Demonstrably exceptional written and interpersonal communication skills. Proven ability to work productively with a wide variety of stakeholders to run both participatory process and also meet tight deadlines with an emphasis on producing quality products. At least 2-3 yearsโ€™ experience in field-based program and staff management. Native level spoken and written English. Additional European language (especially French, German, Dutch, Swedish (proficient or fluent)) desirable, but in no way essential Bachelor's degree required, International Development or Business Science preferred. Experience with a wide range of donors, ideally European institutional donors, and especially the UK Government (FCDO). Strong representation and relationship-building skills including professional representation (e.g., donors, partner agencies, host governments, etc. Experience working in field programmes strongly preferred. Ability to lead teams, handle negotiations and facilitate planning processes. Ability to work effectively under tight deadlines, sometimes in sparse working environments. Strong negotiation skills and experience developing and negotiating multiple-partnership arrangements for proposal development. Strong understanding of personnel and staffing requirements for FCDO, European Union and other institutional donor proposals. Experience developing budget and cost proposal submissions for FCDO, European Union and other institutional donors.

Success FactorsThe Bid Manager must be an expert writer of clear, concise and compelling bids. They must be a detail-oriented multi-tasker who is able to communicate clearly and work under pressure. They must demonstrate patience, flexibility, and taking initiative to solve problems. Vital skills include communication (both written and verbal), as well as building and maintaining effective internal and external relationships. They must demonstrate the ability to understand and follow agency procedures, meet deadlines, and work both independently and as part of a complex distanced-based, multi-cultural team. An exposure to and interest in international development issues is important, and an understanding of the complex challenges faced by programme teams operating in overseas environments is critical.

Living Conditions / Environmental Conditions

The position is based in Edinburgh or London, and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
