POSITION SUMMARY The Manager, Awards Management helps direct and supports compliance management of a diverse portfolio of awards which includes contracts, grants, and cooperative agreements from a broad set of funders. This position works with staff from across Winrock to support and recommend improvements to award related workflows and helps develop and implement systems to strengthen overall compliance with award terms and conditions, applicable regulations, and WI policy. Researches and interprets award compliance requirements; advises staff on appropriate solutions; and helps in the development of training, guidance documents, and other tools. This position focuses on grants management, compliance and oversight in addition to contracts and cooperative agreements and requires fluency in French. While this position is remote within the US, the position requires work on EST. POSITION RESPONSIBILITIES Provides guidance and identifies training needs to ensure award functions are implemented consistently across the global organization. Coordinates with contract and program staff to develop, analyze, revise, amend, review and support negotiations of contract documents, including contracts, grants, cooperative agreements, subawards, grants under contract (GUCs) and FAR-governed subcontracts, ensuring the best possible terms for Winrock. Prepares and delivers award briefs to staff and subs, advising them on award compliance requirements. Maintains an understanding of funder and Winrock policies and procedures related to grant compliance and oversight and ensures compliance with all procurement policies in the implementation of the grant including relevant contract paperwork. Reviews subagreements and modifications, including consultant agreements; notifies director of problems and risks; and takes the lead in researching disputes concerning contractual issues. Reviews prior approval, consent to subcontract, and waiver requests prior to submission to ensure the appropriate award/regulatory clauses are cited and the justification is well-supported. Researches and interprets funder rules and regulations and recommends risk mitigation strategies and solutions to program staff. Visits field offices to assess compliance and support system strengthening and review to ensure organization of required documentation. Remains current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions on pertinent topics. Acts as the โcompliance go-to personโ and provides guidance and advice to program staff on compliance issues and questions. Under the guidance of the Associate Director, Awards Management, develops and delivers training, tools, and other guidance documents. Projects a qualified appearance and cooperative attitude, maintains high ethical standards of integrity, and respects confidentiality in representing Winrock International to always ensure a professional representation. Works across Winrock to identify areas for improving knowledge management, sharing tools, and improving field focus for awards management. Performs additional responsibilities as assigned by supervisor. POSITION QUALIFICATIONS Education: Bachelorโs degree required. Experience: Minimum of 6 years of substantial experience in creation and management of sub-awards and grants, and relationship management, for USAID-funded projects 2 + years of experience working with non-governmental organizations managing grants implemented in developing countries. Excellent record of successfully establishing and managing grants programs for large and complex USAID-funded programs. Expertise in USAID rules and regulations. Previous training development and delivery experience preferred. Computer/Technical Skills: Proficient in MS Office (Word, Excel, PowerPoint, Teams). Experience with GEMS highly preferred. Experience with Costpoint highly preferred. Communication Skills: Excellent verbal and written communications skills including writing, editing, and proof-reading required. Language: Fluency in English and French is required Required Travel: Ability to travel domestically and internationally as needed (under 10%) Position-Specific Skills: Required: Demonstrated knowledge of U.S. government acquisition and assistance regulations, such as the Federal Acquisition Regulation (FAR), and 2 CFR 200; experience with USAID Preferred: Experience with regulations for the Agency for International Development Acquisition Regulation (AIDAR), USDA, and/or DOL . Preferred: Knowledge of international/multilateral funder requirements, such as those for World Bank, Asia Development Bank Required: experience managing grants including expertise in funder policies and procedures related to grant compliance and oversight and ensures compliance with all procurement policies in the implementation of the grant including relevant contract paperwork. Demonstrated ability to evaluate contractual risk while balancing needs of project teams, organization, and funder. Ability to work independently and exercise sound judgment; ability to work collaboratively across a matrixed organization. Demonstrated strong organizational skills, including workflow management, coordinating a variety of tasks simultaneously, and demonstrating flexibility. Demonstrated ability to analyze regulations and interpret and apply contractual principles. Ability to manage priorities while maintaining attention to detail in a fast-paced environment. Must be authorized to work in the United States. Salary: This position has a salary range between $95,000 - $120,000 with most candidates falling at the mid-point of the range.
