DIRECTORATE FOR COMMUNICATIONS (COM)

Under the guidance of the Secretary-General, the core mission of the redesigned Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, cutting-edge, evidence-based communications carried out in conjunction with policy directorates. The Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the organisationโ€™s online presence, including multimedia digital content; and the dissemination of OECD publications, while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.

COMMUNICATIONS IMPACT, STANDARDS & CAPACITY BUILDING DIVISION (CISC)

The mission of the division is to build and facilitate a collaborative community of excellence among communication staff at the OECD (ONE communication function) by promoting effective and consistent communications practices and developing a learning and improvement culture. Specifically, the division will work with communicators across the Organisation (ONE communications function) to:

  • Provide strategic analysis: inform communications strategies on key corporate priorities to the cross-directorate Communications Steering on a quarterly basis with key insights from the external environment and analysis of the performance and lessons learned (objective setting, audience understanding, communications planning and only then on measurement and evaluation)
  • Evaluate performance: regularly monitor and measure key performance indicators and provide lessons learned on the effectiveness of communication strategies.
  • Monitor the reputation of the OECD and build capability to react to mis-disinformation
  • Build capacity: design and deliver communication training programs, develop and promote best practices
  • Establish and ensure compliance with standards in all communications areas, develop guidelines to ensure consistency and quality of communication
  • Provide guidance on reputational risk and rights management

    Job Description

    COM is looking for an Audience Analyst to work in Communications Impact, Standards & Capacity Building (CISC) Division under the supervision of the Head of Communications Impact Unit. The selected candidate will provide insights and analysis to support the implementation of the annual communications plan and the delivery of the communication strategy.

    Main Responsibilities

  • Lead day-to-day operations of opinion & audience research to better the Organisationโ€™s understanding of the OECDโ€™s audiences, its influence on policy and the role that communications play in the process.
Lead the liaison with delegations and committees (delivering presentations on the teamโ€™s remit and work, validating the quality of the teamโ€™s inputs into committee reporting).Deploy the necessary measurement solutions and deliver insights to inform strategic documents, including on corporate priorities (e.g., Council reports, communications strategies and annual plans, briefings for ambassadors and delegations etc.).Anticipate research needs and employ a broad range of research methods to meet those needs such as surveys, focus groups, interviews, and/or desk research.Conduct external research by scanning and synthesising insights from external reports and studies to gather strategic intelligence.Monitor and analyse perceptions and sentiment of the Organisation across different audience groups, reporting on trends, shifts and emerging issues to enhance understanding and responsiveness to public and stakeholder opinions.Establish and manage strategic relations with industry experts, public opinion research institutions, and evaluation units/groups in other international organisations to exchange best practices and foster a peer-learning community.

Core Competencies

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.Knowledge of other languages would be an asset.

Salary Information

Salary and conditions will depend on the experience of the selected candidate as well as on her/his status (temporary staff or official). For temporary staff, salary starts at 3,500 EUR/month (T2/2).
