CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Country Program Overview:
CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).
CHAI provides technical and management assistance to the National Center for Parasitology, Entomology, and Malaria Control (CNM) with the goal to accelerate the drive to malaria elimination by 2025. The overall objective of CHAIโs malaria work in Cambodia is to ensure CNM has evidence-based strategies, strong operational plans, a strong and comprehensive surveillance system, and sufficient financial resources to effectively implement the interventions for malaria elimination.
Position Overview:
CHAI is seeking a highly motivated and flexible individual to serve as a Surveillance and Analytics Associate on the malaria team to support the intensification of malaria elimination in Cambodia. The Associate will be responsible for ensuring the national surveillance guidelines are well-implemented with all confirmed cases for all species notified, investigated, and classified within 24 hours, and are responded to appropriately; strengthening the reporting and dashboarding accuracy and quality in CNMโs malaria information system; and helping CNM set up regular data analytics and review meetings with other partners. The role requires high levels of coordination with CNM, the Presidentโs Malaria Initiative (PMI), the World Health Organization (WHO), and the CHAI Cambodia team to oversee the implementation of the malaria surveillance system at the national and peripheral levels; and develop national guidance on the prevention of re-establishment, including SoPs for subnational data verification. The Associate will serve as a key connection for the MIS team, technical unit, and program staff at CNM and thus must possess the ability to observe and understand capacities and problems across departments and at different levels of the Cambodian health system.

The candidate must be self-driven, entrepreneurial, and adaptable, and be able to function independently and flexibly with a strong commitment to excellence. The position reports to the Senior Program Manager and will work out of CHAI Cambodiaโs office and CNMโs central office, both based in Phnom Penh. The position requires in-country travel to subnational geographies approximately 30% of the time. Occasional regional travel for meetings and/or conferences may be required.
Responsibilities
Surveillance and Malaria Information System
Engage closely with CNM, other implementing partners โ PMI, WHO, and regional/local CHAI teams to update the malaria surveillance guidelines and ensure the high quality of surveillance training delivered to the sub-national level;Collaboratively work with CNM and WHO to implement the WHO surveillance assessment, identifying strengths and weaknesses of surveillance systems/processes and developing recommendations for updating surveillance guidelines and processes;Provide technical support and coordination to the CNM-MIS team in upgrading the MIS system to enable efficient data capture from points of care, follow up with end-users to understand challenges around uploading electronic information, and troubleshoot, as required;Manage ongoing tracking and prioritization of malaria data entered into the MIS system and operationalization of the surveillance guidelines, including providing support for other built-in application in the MIS such as Pv. radical cure, VWM quality assurance (QA), and Integrated Drug Efficacy Studies (iDES);Proactively collect constructive feedback from MIS users and plan with the MIS team on improving the MIS system โ identify potential challenges and roadblocks and developing contingency plansData Review and Visualization
Actively provide technical support to national and subnational CNM staff in capacity building on analyzing surveillance, case management, and iDES data to improve program implementation including preparing presentations, posters, and/or journals;Conduct routine data review meetings by quantitative analysis of malaria trends, coverage, and impact at national and subnational levels to ensure high levels of data quality, document key recommendations, and create plans to address gaps;Facilitate proactively with the CNM-MIS team to develop and improve the MIS Dashboards and data visualization tools;Strategic Guidance and Stakeholder Engagement
Serve as an active focal person for the CHAI country team to coordinate actively with WHO, other implementing partners, and the CHAI regional team to develop guidance and tools for malaria certification preparation, including subnational verification processes;Proactively coordinate with WHO to develop a comprehensive plan for malaria prevention of re-establishment;Other responsibilities as needed.Qualifications
Bachelorโs degree, ideally in a relevant field (information systems, epidemiology, public health, computer science);2-3 years of professional experience in the private or public sector with increasing levels of business analysis, data management, or in a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives;Proven experience in planning, designing, and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users, preferably for disease surveillanceAbility to work closely within a team and contribute proactively to the team's goalsAbility to work effectively in a high-pressure, unstructured environment and handle multiple tasks simultaneously;Strong interpersonal and communication skills (written and oral communication in English) and ability to build and nurture relationships in challenging and multicultural environments;Excellent attitude to the work and self-motivated personnel;Excellent knowledge of MS Office with proficiency in Excel, PowerPoint, Word, and other tools.Advantages
