Associate Programme Officer

Organizational Setting and Work Relationships
The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.

The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
- Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
- Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
- Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
- Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications

Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management. Desirable
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

The incumbent is expected to have proven managerial and excellent functional competencies with strong leadership skills acquired from previous field operations, including emergency situations.

The incumbent is expected to have experience working with the multi-functional team (MFT) approach with abilities to develop and communicate a clear strategic direction, considering the needs of persons of concern and the interests of the organization in the context of Lake Chad Province.

The incumbent must have diplomatic skills and the ability and courage to take quick decisions. S/he must also have interpersonal skills such as empathy and willingness to take lead in coordinating with partners and external interlocutors, as well as support staff dealing with very harsh living and working conditions.

The desired candidate should have Program background, with experience with donors and familiarity with the UN environment especially in the Sahel region. S/He should have good experience using UNHCR Programme tools (COMPASS, Cloud ERP, PROMS and others).

Nature of Position:

The Associate Programme Officer will be based in Bagasola, S/he reports directly to the Head of Sub Office and is responsible for the coordination of all activities linked to programmes relating to refugees, Asylum Seekers, Returnees, statelessness and IDPs in the operation. S/he is expected to oversee programme activities for the Sub office, located in a high insecurity environment caused by the insurgent Bokoharam.

The Associate Programme Officer will provide programmatic guidance and support regarding the implementation of protection and solutions strategies within available resources S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle.

The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions, Financial institutions, humanitarian & development and the private sectors, ensuring that programme management is approached as per UNHCR 's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.

Living and Working Conditions:

N'Djamena is the capital and largest city in Chad. For a large capital city, its infrastructure remains basic, although far superior to standards in other regions. The climate is hot and semi-arid, with a rainy season from June to September. UNHCR staff are free to choose where to live, subject to residential security measures. Electricity can be unreliable and international staff are provided with generators by the Office. Water supplies work in most areas, but personal supplies of food and drinking water are required. Most essential supplies can be found in local markets, although the choice can be limited compared to other centers and prices are high as most goods are imported. Banking facilities are available through local banks such as Ecobank and BCC. Health care standards can be described as basic, with staff encouraged to subscribe to International SOS Clinic Services. Serious or complicated health conditions require evacuation to other countries and dental/other specialist care may not be available. Malaria is the most common, but not the only, infectious disease prevalent in N'Djamena and most other regions of Chad. UNHAS flights are the main means of transport to and from field sites. A limited number of companies operate international flights to N'Djamena. Telecommunications services are basic and expensive, with two mobile telephone/internet operators offering 4G services and a growing number of providers installing fiber optic connections. Access to some communication and social media applications, notably WhatsApp, is currently available but has been censored for long periods and requires the use of a VPN. The UNHCR office is covered by UNHCR's own VSAT services.

Several UN agencies, INGOs and NGOs operate in N'Djamena and use the city as a hub. A French military base is located next to N'Djamena's international airport.

The RR cycle in N'Djamena is 8 weeks, as in the other duty stations, except for Baga sola and Bol, where it is 6 weeks.

The overall threat security level in Chad is designated as Moderate by the UN Security Management System in most of the country, except the Lake region, where it is at substantial level, due to higher terrorist- and armed-conflict-related threats. The level of crime is assessed to be substantial both in the Lake and Eastern regions and Moderate in Nโ€™Djamena. It is exacerbated by the closed borders with neighbouring countries which impact the already challenging economic situation. Against the backdrop of a sensitive political transition and other socioeconomic factors, demonstrations, strikes, sit-ins and road blockages often for economic, political or social reasons will continue to be reported, despite their harsh repressions by government security forces.
