Associate Programme Officer

Organizational Setting and Work Relationships
The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.

The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
- Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
- Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
- Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
- Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications

Essential
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.

Desirable
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Desired Candidate Profile The incumbent should possess previous working experience in UNHCR large scale and complex operations; proven knowledge and skills in programme management as well as analytical, planning and organizing skill. It is also imperative for the incumbent at this level to possess strong hands-on technical skills on the UNHCR in-house programming tools such as Power BI, Cloud ERP, PROMS and COMPASS.

S/he should have knowledge and practical experience of working in operational context with transitional approaches from humanitarian to development focus and long-term development and multi-year planning including the inclusion agenda into government and national services and programmes.

In addition, the candidate shall have; excellent managerial competencies given the focus on capacitating national staff and local partners. S/he should have proven experience to train and coach staff under her/his supervision and capacitate MFT and partners on programme management.

S/he is expected to have knowledge of risk-based project management and written and oral skills, good understanding of UNHCRโ€™s protection and solution mandate and managerial competencies with.

The incumbent needs to have excellent coordination, negotiation and interpersonal skills and the ability to liaise with complex partners and other stakeholders in an effective manner to proactively and innovatively support UNHCR operational programmes.

The incumbent is expected to have a pro-active mature attitude and also work in line with the multi-functional team (MFT) approach.

Iraq is not party to the 1951 Convention or the 1967 Protocol relating to the Status of Refugees and also Iraq is not a signatory to the 1954 Convention relating to the Status of Stateless Persons or the 1961 Convention on the Reduction of Statelessness. Refugees enjoy a generally favourable protection environment, particularly in Kurdistan Region of Iraq, where most refugees reside.

The Associate Program Officer position will be based in Erbil as part of the Iraq Country Office with country wide responsibilities. The incumbent of the position will be supervised directly by the Senior Programme Officer.

S/he expected to support the multi-year planning and reporting process and have the ability to work with diverse stakeholders including complex NGO partners and strategic government partners in different contexts. The position performs in a highly complex and evolving operational context in Iraq and the incumbent must have proven record of field and operational experience in both refugee and IDP operations given the context in Iraq.

S/he is expected to supervise national staff and also train, provide coaching and build capacities of staff under his/her supervision while also be able to delegate and provide hands-on support to team with the required guidance. Programme management functions are mainly centralised and the position is expected to provide programme management support and capacity building to the Sub/Field Offices.

Living and Working Conditions:

Erbil is category C duty station. Eight weeks R&R cycle applies for international staff assigned in Erbil. Staff members are residing in the individual residential apartments inside the security cleared complexes. For private movements, staff members can use only UNDSS cleared taxi companies.

Iraq does not have a Residential Location, therefore colleagues will only be able to be assigned under the POD approach. The position requires physical presence in Erbil.

UN Clinic is available within the UN compound in Erbil with physician and nurse. In addition, there are available hospital and health centers with English-speaking staff. Food and other commodities are widely available in the local shops and markets, including international products. Banking facilities and services are not easily accessible, therefore, cash is the main means of settlement of various bills. Both local currency (Iraqi Dinar referred to as IQD) and USD are equally accepted for any payments. Several international airlines operate daily flights from Erbil International Airport to a number of large international airports in Europe as well as Middle East.
