Standard Job DescriptionAssociate Programme Officer Organizational Setting and Work Relationships The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCRยฟs Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCRยฟs Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards. - Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices. - Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree Field(s) of Education Economics; Business Administration; Social Sciences; or other relevant field. Desired Candidate Profile The ideal candidate should have:
- Experience in Programme management and result-based management, result frameworks, indicators, baselines, and targets.
- Demonstrated skills and knowledge in monitoring projects and tracking performance of multiple partners.
- Experience in facilitating partner selection and retention processes.
- Strong data analytical skills and ability to prioritize.
- Good knowledge of planification tools (RBM & COMPASS) and have worked in an emergency context like the one of Chad, with minimum supervision.

Desired Candidate Profile:
Experience in UNHCR, or the UN system and the humanitarian community desirable.
Excellent writing and analytical skills.

Since the conflict in Sudan erupted in mid-April 2023, and according to the latest figures, Chad currently hosts some 230,000 new arrivals (out of which some 192,473 are already โ€œfixedโ€ or counted), this situation has led to the forced displacement, spread across the provinces of Ouaddai, Sila, Wadifira amd Ennedi Est, mainly in the sub-prefectures of Borota, Amdjerema, and Addรฉ, with the key entry points being the localities of Kulbus, Mahamata, Werwerta, Beida, Andressa/Dogdorรฉ, Moudeina, Sarafbourgou, Mashiborgho and Maguilta. The situation continues to be tense in Sudan, refugees continue to arrive in Chad, fleeing from Darfur region, especially El Geneina and El Fasher cities.

On 17 May 2023, a Level 2 emergency was declared for the neighbouring countries of Sudan, including Chad. Considering the above, and as the humanitarian situation in Sudan continues to deteriorate, the High Commissioner decided to upgrade the Level 2 emergency to a Level 3 for the Sudan and for the refugee and returnee situation in Chad, Egypt, and South Sudan.

In this context, the operation in Chad reinforces its offices with the necessary capacities to respond effectively to the protection and assistance needs of the new refugees in the existing and new camps and maintain adequate capacity at the various entry points to continue to assist new arrivals.

The sub-office of Abeche covers the field offices of Amdjarass, Iriba, Goz Beida, Guereda, Farchana, and the newly field unit of Hadjer Hadid.

The Associate Programme Officer P2 will work under the supervision of the Head of Field Office, P4, and receive technical guidance from the Programme Officer at Abeche.

Living and Working Conditions:

Candidates applying to positions in Chad should be prepared to work under challenging conditions and be able to manage stressful situations. All the duty stations in Chad are classified E, except Nโ€™Djamena which is at D.

In terms of working and living conditions, Farchana is a small town that has only very basic infrastructure with very limited leisure and recreational facilities. There are no banking facilities in Farchana. The nearest bank facility is in Abeche where ATMs are also operational. Malaria is prevalent and all staff need to be vigilant by taking the relevant measures. Farchana is an E non-family location. There are also very limited health facilities available locally.
UNHCR managed guest houses provide and facilitate accommodation to UNHCR staff.
All communications within the office and with external partners such as Government and humanitarian agencies are conducted in French. Fluent French (both written and spoken) is essential for this position. However, working knowledge of English, especially written, is also required as reports, internal as well as external, are requested in English.
R&R circle is every 8 weeks.

There are specific security measures to be taken into consideration. Aside from the mandatory security briefing provided to the staff upon arrival in Nโ€™Djamena with specific location information and requirements:

  • All UN personnel must complete their BSAFE training online
  • Per the classification of roads, all road movements between cities should be accompanied by an armed escort in the SRM East zone. These movements are conditioned by a granted security clearance through TRIP
  • Unless exceptionally allowed all road movements between cities must be started after 6 a.m. and completed by 6 p.m.
  • All movements of UNSMS vehicles in Abeche are allowed only between 6:00 a.m. and 10:00 p.m, while all movements of UNSMS vehicles in Farchana, Goz Beida, Iriba, Amdjarass and Guรฉrรฉda are allowed only between 6:00 a.m. and 8:00 p.m.
