Terms of Reference1. General Background

The Protection sector in the Rohingya refugee response will draw upon existing initiatives supported by other sectors and consolidate these initiatives. The Sector will also help coordinate, develop, and implement new initiatives, establish technical standards, and undertake other relevant activities.
The sector will work closely with the Inter-Sector Coordination Group (ISCG) that coordinates the refugee response in Coxโ€™s Bazar that is host to over 930,000 Rohingya refugees from Myanmar residing in 33 camps. In 2022, it comprises staff from seven organizations who work to coordinate and support over 100 national and international NGOs and UN agencies to (1) work towards the sustainable repatriation of refugees (2) strengthen the protection of refugees (3) deliver life-saving assistance (4) foster the well-being of Bangladeshi host communities and (5) strengthen DRR and combat climate change. The ISCG works closely with the Government of Bangladesh in Coxโ€™s Bazar, the nine UN agencies, the numerous international and national NGOs, the sectors and working groups, and the donor community. While transitioning from an emergency to a protracted crisis, this operation is not stagnant, but rather, remains vibrant, agile, yet challenging.

The Sector is adding value to the already existing initiatives taken by other sectors (Education, Food Security Sector, Protection etc). The Sector is also helping coordinate, develop and implement new initiatives, establish technical standards, and undertake other relevant activities.

To achieve its objectives, the Sector will engage in the following activities, closely connected to Information Management:

โ€ข assessments and analyses of the Protection Sector, activities and intervention, link assessments with key technical stakeholders and support dissemination of accurate reports to all relevant Sectors and ISCG stakeholders.
โ€ข supporting impact assessments and surveys that help to inform interventions and identify investment and funding opportunities that enhance the Protection Sector activities.
โ€ข collecting information and data from the key partners engaged in the Rohingya refugee and host community protection projects, activities, and initiatives.
โ€ข monitoring and reviewing the implementation of both Refugee and Host Communities components.
โ€ข The Associate Information Management Officer will report directly to the Protection Sector Coordinator and work closely with ISCG and other sectorsโ€™ Information Management team.

2. Purpose and Scope of Assignment

Coordinate general data and information management activities
โ€ข Participate in the data and information management team and activities.
โ€ข Contribute to the design and implement data strategies and systems.
โ€ข Assist the team and others communicate the status, value, and importance of data.
โ€ข Support the collection, storage, management and protection of data.
โ€ข Support consolidation of data systems, including the interoperability of operational data and systems.
โ€ข Take part in the relevant IM network (internal and external) on refugee protection related issues.
โ€ข Support data security, data protection and responsible data-sharing.
โ€ข Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
โ€ข Support the monitoring of data and information management activities in offices for integrity, veracity, reliability and credibility and compliance with policies.
โ€ข Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
โ€ข Support planning process (standards, methodologies) with data and statistical analysis and quality assurance on Theories of Change and indicators.
โ€ข Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses.
โ€ข Support the analysis of trends concerning changes at the outcome and impact levels.
โ€ข Develop information management products such as indicators, templates, maps and dashboards.
โ€ข Help ensure data is curated and stored in data registries and libraries in accordance with standards.
โ€ข Undertake geospatial and statistical analysis.
โ€ข Provide population movement tracking systems and other population data systems.
โ€ข Support web-based data portals.
โ€ข Support solutions for meeting โ€˜communication with communitiesโ€™ information and data needs.

Sector Specific data and information management activities

โ€ข Provide information management services to the Protection Sector for key decision making, that include data collection, mapping, analysis, dissemination of information relevant to needs of the Sector and for monitoring the Sector partners activities to identify gaps and duplications in the response.
โ€ข Maintain and further develop monthly and quarterly protection information systems including
o camp partner presence Map (based on Power BI).
o protection reporting Camp-based Protection Focal points Map.
o PERU Team Leaders Map; Camp Referral Pathways Map.
o Management/maintenance of online referral pathways (based on Power BI).
o ISCG 5W reporting; Cash for Work (CfW) reporting.
o Quarterly Protection Monitoring report (collection of inputs and providing graphical support)
o Quarterly Protection Service Mapping Dashboard.
โ€ข Support communication channels with all Sectors and partners, maintain and streamline methods to share information (including websites, web-sharing, and information platforms)
โ€ข Promote and support training and capacity building/development of Sector members, including national/local authorities and civil society organizations in the use of protection information system.
โ€ข Support the Sector in preparation of the substantive and analytical support to draft policy documents, reports, as well as analytical results.
โ€ข Support research and development of data and research tools and methodologies for Camp and Host/Local Community level needs, gaps and impact analysis related to Protection sector initiatives.
โ€ข Provide quality assurance review of the monitoring and of the results reporting in the Rohingya refugee response.
โ€ข Design data-collection tools, compile the data and create maps in a timely manner as needed to assist the protection sector activities as well as partners and other stakeholders
โ€ข Create IM and IEC products for the Protection Sector as required.
โ€ข Support Joint response specific responsibilities
โ€ข Conduct strategic research, assessments, and data partnerships across the Response, including ISCG, other Sectors, Sector Working Groups, UN entities and partner INGO/NGOs at Coxโ€™s Bazar level.
โ€ข Support inter-sector efforts on results and progress monitoring and reporting on the Joint Response Plan.
โ€ข Support information sharing, inspiring others within the Rohingya refugee response to contribute their expertise through internal and external platforms and tools and working closely with colleagues at the Coxโ€™s Bazar level to ensure usable knowledge is shared among relevant actors.
โ€ข Perform other related duties as required.

4. Qualifications and Experience

Essential
Experience with data sharing, data management and data analysis to support policy formulation and implementation.

Desirable
Knowledge of national and international statistical systems; knowledge of international protection, human rights and international humanitarian law; experience in data collection and analysis in field situations; knowledge of GIS and geospatial systems and techniques

a. Education

3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree.

b. Work Experience

โ€ข In depth experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.

โ€ข Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring.
โ€ข Experience in facilitating the capacity building efforts of diverse audiences with demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
โ€ข Experience in designing survey and research tools, organizing, and delivering training workshops, managing community mobilization and advocacy activities.
โ€ข Excellent interpersonal, written, and verbal communication skills.
โ€ข Strong analytical skills (qualitative and quantitative).
โ€ข Excellent one to one and group communication /information presentation skills.
โ€ข Excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info including other MS Office (Word, Outlook, PowerPoint).
