Standard Job DescriptionAssociate External Relations Officer Organizational Setting and Work Relationships Direct supervision is normally exercised by a (Snr) External Relations Officer or Representative who provides guidance on the applicable procedures. Advice may also be provided by relevant functional units at HQ. External contacts are with a broad range of partners and stakeholders, including inter alia, government, media, embassies, donors, UN agencies, NGOs and other national and international organizations, as well as general public on matters of importance to the Organization. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations. - Assist the implementation of a communications strategy that generates support for UNHCRยฟs operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern). - Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donorsยฟ requests for information on ad hoc basis. - Through a consultative process with headquarters, disseminate information on UNHCRยฟs global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation. - Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles. - Draft narrative and financial reports on contributions in compliance with specific donor requirements. - Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements. - Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools. - Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities. - Consolidate information on UNHCRยฟs country operations and identify appropriate messages for campaigns and appeals. - Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of UNHCR and take action as appropriate. - Support the management of media relations by, inter alia, responding to direct queries, publishing press releases, handling interview requests and organizing regular briefings and visits to country operations. - Promote visibility of UNHCRยฟs work and advocate for support for the people of concern through providing inputs for social media and other web content. - Organize missions to the field and press briefings for external parties as required. - Implement all aspects of a communications strategy. - Represent UNHCR on behalf of senior management in fundraising and communication priorities in inter-agency initiatives and fora. - Perform other related duties as required. Desired Candidate Profile Undergraduate degree (equivalent of a BA/BS) in International Relations, Journalism or related field plus minimum 6 years of previous work experience relevant to the function, or Graduate degree (equivalent of a Masterโ€™s) plus 3 years or Doctorate degree (equivalent of a PhD) plus 2 years of previous relevant work experience may also be accepted. Work experience in the field of journalism, international relations, communication, donor relations, external relations.
Excellent computer skills, in MS Office applications.

Nature of Position:
Niger is a complex and challenging operation responding to population movements on many fronts. Located in a geopolitically sensitive area linking the Sahara desert with the Sahel, as well as West with Central Africa, this land-locked country hosted 702,908 Persons of Concern (March 2023) including 255,563 refugees, 48,145 asylum seekers, 361,000 IDPs, returnees, and other PoCs. Niger is a major transit hub for migratory movements northwards to Algeria, Libya and the shores of the Mediterranean Sea toward the European Union (EU). UNHCR estimates that in the absence of any foreseeable solutions to the underlying causes of local and regional instability that produce IDPs, migration and refugee flows the trend of population movements within the country and from West and Central Africa, as well as continuous conflict in Nigeria, Mali and Burkina Faso will persist in the coming years.

The Associate External Relations Officer (Fundraising) reports to the External Relations Officer, working closely with the External Relations Team, Programme Unit and the Senior Management. S/he engages in dialogue with donors and provides relevant information on operational and financial requirements through regular briefings, bilateral meetings, missions and responding to donor`s requests on an ad hoc basis. S/he monitors earmarked funds and ensure visibility of donor contributions in compliance with UNHCR guidelines and specific donor requirements. S/he will work on all relevant donor proposals, reports, modification requests, and will work closely with External Relations colleagues in the RBWCA and in HQ to ensure quality inputs for regional and global proposals are timely submitted.

Living and Working Conditions:

Niamey is a E classified family duty station with 12 weeks R&R frequency. There are several supermarkets where local and foreign goods are available and expatriates frequent a few restaurants offering Turkish, Lebanese, Chinese, French, Italian and other foods. Very limited educational services are available; French and American International Schools exist. The Medical Section in Geneva after assessing the medical facilities has recommended two clinics safely accessible by UNHCR staff and family members. However, it`s very poor. Most of travels within the country are undertaken regularly through UNHAS flights. Non accessible localities are reached by car. Guest houses and commercial accommodations with minimum standards are available in the field offices. There are several banks and ATM available in the capital but most of the time out of service.

There are 3 seasons in Niger: rainy (June-Sept), cool (Oct-Feb), and very hot (March-May). Communication by mobile is acceptable. Housing conditions are becoming more difficult due to untimely power cuts, and the very high price of rent including advances of 3 to 4 months advance payment. The 2018 Finance law impacts the cost of most purchases.

Security Considerations:

Security level is 3 in Niamey. Due to the actual terrorist threat of kidnapping and armed attacks against convoys in south of Niamey Region, any mission should move under armed escorts between 7:00 to 18:00. Despite tension around its borders, with military operations taking place regularly, Niamey remains reasonably stable, due to criminality staff members are discouraged from walking in the streets, taking taxis, staying out late at night and visiting public places alone. Almost no red zone exists but in fact staffs should reside in a certain perimeter around the assembly or concentration point. Pertaining to civil unrest and disturbances, the situation can be volatile and unpredictable in Niamey.

In addition, the public unrest, materialized by meeting/ marches, regular sit-ins and roadblocks has become recurring. Personal security arrangement is highly recommended over the security measures set up. In Niamey, there is neither curfew nor state of emergency measures, but there are authorized travel times, weekly radio control and security advisories broadcasts.
