Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Budget and Finance Section, Division of Administration. Budget and Finance Section provides timely and accurate support for effective financial reporting and accounting and management of the financial resources of the Commission with full adherence to the Financial Regulations and Rules, and to provide credible assurances to the States Signatories and the Executive Secretary on the management of PTS financial resources and operations in accordance with recognized international accounting and audit standards.

Develop, maintain and enhance applications and reports to support financial reporting, budget planning and decision making processes/activities in the Provisional Technical Secretariat; Compile figures and tables, and perform quantitative analysis for the preparation of annual financial statement, external and internal audits, preparation of biennial Programme and Budget Proposals, Budget Updates and Programme and Budget Performance Reports; Provide assistance, coordinate and advice concerning the planning, implementation, maintenance, testing and support of the information systems and applications within the Division of Administration, including user requirements analysis, maintenance of inventories of reports and applications that are in production, technical coordination with internal and external service providers and user support and training; Act as the Division of Administrationโ€™s focal point to coordinate maintenance, support, upgrade and enhancement of enterprise resource planning (ERP) and other systems used by the Budget and Finance Section; Perform other duties as assigned.

Education

University degree (Bachelorโ€™s degree or equivalent) in business administration, finance, accounting, economics, management information systems or a related field (including cross disciplinary programmes of aforementioned subjects).

Work Experience and Qualifications

At least two (2) years of relevant working experience in the planning, implementation, maintenance, support and/or enhancement of ERP system in the functional areas of financial reporting, project management, and budget planning and management, preferably part of which should have been at international entities (public, private or multilateral). Previous experience with SAP preferred. Expert proficiency in Microsoft Excel, including advanced data analysis, modeling, and reporting capabilities. Experience of using financial/quantitative reporting or business intelligence software and platforms such as Crystal Reports, Business Objects, Cognos, Report Painter, Microsoft Power BI and a relational data base system (such as Access, SQL Server, Oracle etc.) for financial reporting purposes is required. Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines.

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
