Standard Job DescriptionAssistant Representative - Protection Organizational Setting and Work Relationships The Assistant Representative- Protection is the senior protection manager in a Country Office and reports to the Representative. A member of the senior management team, the incumbent has direct or reviewing supervisory responsibility for protection staff who may include community services, registration, resettlement and education. He/she has country-wide functional supervisory responsibility for protection staff and provides protection oversight and guidance to the information and programme management functions. The Assistant Representative- Protection transposes UNHCRยฟs Global Strategic Priorities into a comprehensive protection strategy adapted to the country context. He/she is guardian of protection standards, operational procedures and practices in protection delivery at country level and represents the UNHCR to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine. UNHCR is well integrated into the UN Resident Coordinator System. The Assistant Representative- Protection is relied upon by the Office to plan, manage and guide country-wide protection delivery to populations of concern and to promote and gain support for UNHCRยฟs protection agenda externally. This includes ensuring that operational responses in sectors are shaped in a protection optic, mainstream protection methodologies and integrate protection safeguards. He/she ensures that persons and communities of concern are involved with the Office in making decisions that affect them and that their interests are effectively represented to authorities, protection and assistance partners and to the broad network of donors and stakeholders who can contribute to enhancing protection. Nature of Position:

The Assistant Representative for Protection will lead a protection team in Juba and provides guidance and support to two sub-offices and seven field offices across the country. The Assistant Representative - Protection also supervise the registration/ODM unit. This is one of three senior positions in South Sudan, and the chosen candidate will be expected to contribute fully to the management of the operation, in addition to their protection duties.

Current Situation:
South Sudan is home to over 300,000 refugees, as well as 2.3 million internally displaced persons. In addition, there are over 2.2 million South Sudanese who are refugees in neighbouring country, the largest refugee population in Africa, of which more than 600,000 have returned since 2018, with a lot more now coming back due to the crisis in Sudan. South Sudan is a new country, which gained its independence from Sudan in 2011, and the risks of statelessness are high. More than 75% of the countryโ€™s population is in need of humanitarian assistance, South Sudan is currently under a Level 2 emergency due to the crisis in Sudan, but there are also plenty of opportunities for solutions, for refugees, returnees and IDPs and the operation has been working closely with development actors and the UNCT on solutions. UNHCR leads the protection cluster and co-leads the CCCM cluster with IOM.

Living and Working Conditions:

Juba is a non-family E duty station with a 6 week R&R cycle. UN curfew is from 19:00 to 06:00 in Juba. There are very limited medical facilities in Juba. Int. staff reside in UNHCR provided accommodations which are fully equipped and catered. In Juba, all basic foods are available. Frequent field missions are expected.

All international personnel reside in UNHCR provided accommodation equipped with furniture, cafeteria, housekeeping services and a gym or some sports equipment. In Juba, all basic foods are available in the market ranging from meat, dairy, fruit and vegetables. There are a few hotels with pools and restaurants where staff can visit. While in the field, food supply varies depending on the season. Taking photos is strongly discouraged in all locations, as may result in arrest by local security forces. Extreme caution is required while driving a UN vehicle due to bad local driving culture, lots of motorbikes and three-wheelers (boda-boda) and periodic attempts by local police to extort money from the driver for whatever violation claimed.

There are several airlines flying from most destinations to Juba via Dubai, Nairobi, Addis Ababa, Istanbul, Cairo or Entebbe. Travel to field offices in South Sudan are handled by UN humanitarian flights.

Staff can open USD bank accounts in South Sudan and only high US Dollar bills i.e. US$50 and US$100 are accepted for foreign currency exchange transactions. South Sudan bank notes exist in denominations of 1, 5, 10, 20, 25, 50, 100, 500 and 1000 South Sudanese Pounds. Foreign exchange transactions can be done at any commercial bank in a safe and secure location. There are very few ATMs and credit card facilities in South Sudan to draw USD (max $500

Security Situation:
The security situation in SSD, as of May 2023, is generally stable but remains fragile and fluid in a complex and unpredictable environment. There are isolated small scale, low intensity and localized armed conflict in Central and Western Equatoria, high levels of crime across the country, Inter/Intra communal conflict over a diverse range of issues including cattle raids, competition for resources and revenge attacks in several areas and sporadic incidents of civil unrest. The security level in SSD is assessed as substantial (security level 4) in most areas.
