Standard Job DescriptionAssistant Representative - Operations Organizational Setting and Work Relationships The Assistant Representative - Operations will function under direct supervision of the UNHCR Representative. The incumbent will advise and assist the Representative in the overall management of UNHCRยฟs programme and administrative activities and issues of concern within the country operation in an effective and efficient manner which supports the Organizationยฟs mandate. The incumbent will also have direct working relationship/arrangement with the Head of UNHCR offices within the country. S/he will also have a responsibility to monitor, coach, and guide and intervene with the staff in the country. UNHCR is well integrated into the UN Resident Coordinator System. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Assist the Representative in the overall management of UNHCRยฟs programme and administrative activities and issues of concern within the country of assignment in an effective and efficient manner which supports the Organizationยฟs mandate. - Promote, together with the Representative, UNHCRยฟs objectives and priorities through formal and informal contacts with relevant government ministries and departments, UN Agencies, diplomatic missions, I/NGOs, media and other interested parties to raise support for the work of UNHCR. - Assist the Representative in supervising the implementation of the country operations plan to ensure that activities are in accordance with UNHCR guidelines. - Monitor the administration of field offices within the country. - Ensure effective and efficient management of financial and material resources within the rules and procedures of UNHCR. - Manage personnel through regular performance appraisals, coaching, and assessments of staff training and development needs. - Ensure that essential services for the general welfare of staff (e.g. living and working conditions, health, education, recreation, etc.) are in place. This includes the establishment of proper and efficient mechanisms to assist staff suffering from work-related pressure or post-traumatic stress. - Play an active role in the Security Management team (SMT) in the relevant country and the inter-agency security and contingency planning process; ensure that appropriate security measures and evacuation plans are in place to protect UNHCR staff, and that security guidelines and procedures as outlined by the Designated Official and UNDSS are complied with. - Report and provide recommendations/solutions to the Representative on political, socio-economic and cultural developments that may affect the situation of the refugees in the country. - Act as Officer-in-Charge in the absence of the Representative as required. - Set and enforce parameters, criteria and deadlines for the design, review and report of operations. - Enforce local compliance with UNHCRยฟs workplace standards. - In coordination with headquarters and the regional office enforce country-level compliance with UNHCRยฟs financial rules. - Enforce compliance with UNHCRยฟs human resources policies (e.g. policies on gender, disabilities, diversity, ethics and HIV/AIDS). - Allocate resources to meet minimum standards for staff working and living conditions - Clear the submission of the country operations plan (including budgets, staffing levels and structures) as well as of funding submissions, appeals and report. - Represent UNHCR in UN and other operations management fora. - Enforce compliance with UNHCRยฟs global strategies, protocols and guidelines. - Perform other related duties as required. Nature of Position:

In the current configuration of UNHCR Representation Office in Bangui, the Assistant Representative (Operations) reports to the country Representative and serves as an authoritative advisor. He oversees four support sections (Programme management, Supply chain & logistics, CCCM/Shelter & NFI Cluster, Project Control).

The incumbent acts as the Planning Coordinator of the operation, and resources and risks Manager under the leadership of the Representative. S/he should demonstrate: - Solid Programme management experience of complex operations. - Strong operational background with proven experience of overseeing delivery of assistance and protection in mixed settings (IDPs/refugees/returnees and repatriates). Recent experience of managing voluntary repatriation/reintegration operation, coordinating complex emergencies, and ability and dedication to deliver in a fast-moving emergency context. Demonstrated practical hands-on inter-agency coordination, with proven experience in being actively engaged in inter-agency Humanitarian Country Teams, IASC processes, and management of Refugee Coordination Model related processes. Experience in the leadership/management of large teams over multiple layers, and cultural sensitivity in the diverse context of a UN office. The suitable candidate should have a very good interpersonal skills to interact with all the stakeholders such as government authorities, UNCT, HCT members at senior levels including Representative of NGOs partners and other stakeholders. Moreover, UNHCR would launch a comprehensive solutions framework on the CAR situation aiming at supporting the return and reintegration of about 738,000 refugees hosted in neighboring countries.

Previous working experience with peacekeeping mission would be an advantage.

The situation in the CAR has deteriorated further towards the end of 2022 and remains unpredictable despite significant improvements resulting from military operations carried out by the FACAs with the support of allies. The humanitarian consequences of the conflict and ongoing lawlessness are considerable with serious protection concerns. Large displacement, destruction of properties and loss of livelihoods have exacerbated vulnerabilities of already very fragile populations deprived of basic services. As a result, the number of IDPs remain as high as 515,000 in December 2022.

Living and Working Conditions:

The Central African Republic (CAR) is a landlocked country in Central Africa that shares a border with Chad to the north, Sudan to the northeast, South Sudan to the southeast, Democratic Republic of the Congo to the south, Republic of the Congo to the southwest and Cameroon to the west. According to the Human Development Index (HDI), as of 2019 the country had the second-lowest level of human development ranked 188th out of 189 countries, and is also estimated to have one of the least developed healthcare system.
National infrastructure is dilapidated in many areas such as inexistent roads and no electricity. E even in the capital power cuts are daily due to decades of instability. Merchandise sold locally is for the most part imported through neighboring Cameroun and the port of Douala with fuel and limited items travelling by barge on the Oubangui River in the wet season when the river is high enough. There are only 5 airlines that serve Bangui airport, Air France, Kenya Airways, Asky, Royal Air Maroc and Rwanda Air.
CAR as adjacent areas of neighbouring countries continue to see significant security challenges. The CAR entered a further politico-security crisis following the December 2020 Presidential Elections. This see the main NSAGs within the country unite in an alliance against the President. Just prior to the 28th December vote it was feared NSAG 's would enter the capital in a possible coup attempt, this was followed by a military operation where FACA supported by bilateral forces (Russia and Rwanda) whom repulsed NSAG 's from the majority of large towns and national territory. While the state now controls a larger percentage of national territory this has seen NSAG 's hide in the bush for the most part and carry out small scale incursions and hit-and-run attacks on state backed forces.
For staff and humanitarians in general the main threat is kidnapping, criminality and banditry where vehicle hold-ups and house break-ins have increased as many try to survive where the already high unemployment has further been hit by the increased insecurity and COVID, many NSAG elements also lost their income from mines after being repulsed by FACA supported by bilateral forces. It is however to be noted that vehicle hold-ups and house break-ins have not seen victims intentionally harmed when no resistance has been given.
