Standard Job DescriptionAssistant Registration and Identity Management Officer Organizational Setting and Work Relationships The Assistant Registration and Identity Management Officer assists in the management and oversight of UNHCR's registration procedures as well as related activities in the Operation. The Assistant Registration and Identity Management Officer is normally supervised by the Registration Officer. The Assistant Registration and Identity Management Officer assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions. The Assistant Registration and Identity Management Officer provides day-to-day support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Assistant Registration and Identity Management Officer collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Assist in the implementation of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met. - Assist in the drafting and implementation of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud. - Assist in the implementation of appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents. - Assist in conducting regular data quality checks to monitor the accuracy of data collected. - Assist in the development of mass information campaigns to ensure that persons of concern have accurate information on registration procedures. - Liaise with Government authorities and partners as necessary for delivery of assistance and other registration-related activities. - In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and registration data reports on persons of concern. - Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance. - Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation. - In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective. - Draft and submit reports and statistics related to registration. - Perform other related duties as required. OPERATIONAL CONTEXT

Mexico is a country of destination, transit, and origin, thus UNHCR is supporting the Government and other actors to build a stronger asylum system that allows asylum seekers and refugees to fully exercise their human rights, from the moment of entry into Mexico, to when a durable solution is found. However, it is crucial to work on alternative migratory pathways and other forms of complementary protection to preserve the integrity of the asylum system in such a complex and dynamic context of human mobility. Such dynamics particularly affects refugees and asylum seekers with specific protection needs due to the interaction of different factors related to their profiles, their journey and the conditions in their country of origin.

Over recent years, Mexico has evolved from being a country predominantly of origin and transit for many refugees and asylum-seekers, to also being a country of destination for hundreds of thousands of individuals seeking international protection from within the region and beyond. The exponential growth in the number of asylum applications in Mexico, which reached a historical record of over 130,000 in 2021 and 118,478 in 2022, has posed multiple challenges to its asylum system and to durable solutions, which has already been strained over the past years.

The RSD system in Mexico has faced several challenges in recent years. The number of applications for asylum has dramatically increased, from 3,400 asylum applications in 2015, to 131,000 in 2021, 122,000 in 2022, and in 2023 this upward trend continues. Over 72% of the new asylum claims are registered in southern Mexico, particularly in Tapachula, Chiapas. The lack of alternative migratory pathways has caused that many people resort to COMAR as the only available way to regularize their stay in Mexico temporarily, as they look for other means to reach the USA. In fact, around 40% of the asylum-seeking population abandons the process right after registration and in recent years the number of case closures due to lack of contact with the claimant has increased substantially. Against the background of the political situation and human mobility dynamics in Mexico, UNHCR has been supporting the Mexican government to increase the fairness, efficiency, adaptability, and integrity of the national asylum system, mostly through the Quality Assurance Initiative.

UNHCR Mexico has progressively strengthened its protection response, including registration procedures in proGres, robust case management and identity systems to provide the required protection services, cash-based assistance -when applicable- and other forms of humanitarian assistance, legal and psychosocial interventions, as well as the establishment of community protection networks. The increasing numbers of asylum seekers in Mexico and, therefore of UNHCR assistance, require a solid capacity to provide timely and effective registration procedures and referral pathways to appropriate services in all Field Offices, as well as together with key partners.

UNHCR Mexico is looking for a dynamic and skilled Assistant Registration and Identity Management Officer with thorough knowledge on government-led asylum procedures as well as proven experience in mixed movements given the operational context explained before. Solid experience and knowledge on registration procedures for large population groups, both technically and operationally, is essential to support both the Mexican government and UNHCR. At the moment, COMAR has ten different locations and UNHCR has over 20 field locations where we conduct registration and case management, both in the context of asylum procedures and also humanitarian assistance and local integration programmes. Therefore, ensuring coherence in the implementation of all these different programmes, requires strong coordination capacity and, at the same time, close monitoring. Robust skills interacting with government officials, key partners, refugee community, and other stakeholders, including through on-the-job trainings and other capacity building activities. In view of the delicate and complex national context, it is essential that the successful applicant has demonstrated political awareness, negotiation skills and the capacity to keep calm under stressful circumstances. Team management is also a requirement, together with the capacity to provide technical guidance to teams in the field. Proficiency in Spanish and English, and strong drafting skills both in Spanish and English are also required.
