Standard Job DescriptionAssistant Operations Data Management Officer Organizational Setting and Work Relationships The Assistant Operations Data Management Officer contributes to the management of data collection and reporting activities in field operations. The incumbent liaises with relevant Officers in the regional hubs or sections in headquarters, as applicable, for technical guidance on data management. S/he may supervise some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities. - Respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters. - Keep data up-to-date, secure and accurate. - Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff. - Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports. - May be required to assist in training of staff as well as staff members of implementing partners in relevant aspects of data management and provide other support to end-users of database systems. - Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements. - May be required to coordinate with GIS colleagues to ensure that data collection is compatible with GIS as necessary and assist with GIS and mapping tasks as required. - Archive and backup database systems; ensure security of databases; perform database administrator functions. - Authorize updates and amendments of ProGres data and the ProGres SOP. - Design operational reports, statistics, and other relevant data collection forms. - Perform other related duties as required. Desired Candidate Profile UNHCR Mexico is looking for a dynamic and skilled Assistant Data Management Officer with knowledge and experience on Digital Transformation projects of government-led asylum procedures, as well as proven experience in UNHCRโ€™s Population Registration and Identity Management EcoSystem (PRIMES).

UNHCR Mexico is assisting COMAR in several projects aimed at systematizing and digitizing the way asylum claims are received and processed, in ten different locations and in coordination with the National Migration Institute, the Mexican authority responsible for receiving asylum applications in locations where COMAR is not present. Likewise, UNHCR conducts registration for assistance, protection case management and local integration programmes in coordination with several partners in 20 field locations, all in PRIMES. Itโ€™s key UNHCR is able to assist COMAR in the demanding transition and change management, as well as to ensure proper data management processes and data analysis skills are instilled in the process. On a similar note, itโ€™s of vital importance to ensure coherence of UNHCRโ€™s interventions, including through integrated data management systems. Therefore, ensuring coherence in the implementation of all these different programmes, requires strong coordination capacity and, at the same time, close monitoring. Robust skills interacting with government officials, key partners, refugee community, and other stakeholders, including through on-the-job trainings and other capacity building activities. In view of the delicate and complex national context, it is essential that the successful applicant has demonstrated political awareness, negotiation skills and the capacity to keep calm under stressful circumstances. Team management is also a requirement, together with the capacity to provide technical guidance to teams in the field. Proficiency in Spanish and English, and strong drafting skills both in Spanish and English are also required.

Nature of Position:

Mexico is a country of destination, transit, and origin, thus UNHCR is supporting the Government and other actors to build a stronger asylum system that allows asylum seekers and refugees to fully exercise their human rights, from the moment of entry into Mexico, to when a durable solution is found. However, it is crucial to work on alternative migratory pathways and other forms of complementary protection to preserve the integrity of the asylum system in such a complex and dynamic context of human mobility.

The RSD system in Mexico has faced several challenges in recent years. The number of applications for asylum has dramatically increased, from 3,400 asylum applications in 2015, to 131,000 in 2021, 122,000 in 2022, and in 2023 this upward trend continues. Over 72% of the new asylum claims are registered in southern Mexico, particularly in Tapachula, Chiapas. The lack of alternative migratory pathways has caused that many people resort to COMAR as the only available way to regularize their stay in Mexico temporarily, as they look for other means to reach the USA. In fact, around 40% of the asylum-seeking population abandons the process right after registration and in recent years the number of case closures due to lack of contact with the claimant has increased substantially. These factors have contributed to an increasing backlog, which has negative protection impacts on asylum-seekers. Nonetheless, despite urgent and increasing needs, the Mexican Refugee Commissionยดs (COMAR) overall budget has been reduced. COMAR depends almost entirely on UNHCR financial support. Against the background of the political situation and human mobility dynamics in Mexico, UNHCR has been supporting the Mexican government to increase the fairness, efficiency, adaptability, and integrity of the national asylum system, mostly through the Quality Assurance Initiative.

UNHCR Mexico has progressively strengthened its protection response, including through improved data management and identity systems, to provide the required level of analysis to allow for improved protection services, cash-based assistance -when applicable- and other forms of humanitarian assistance. On another hand, the support to COMAR requires solid technical capacity to provide guidance as well as hands-on support on specific components of the digital transformation strategy, which is of vital importance in the current moment of pressure on the asylum system.

Living and Working Conditions:

Mexico City (also known as CDMX) is the capital of the United States of Mexico. It is category A, family duty station and has a high-level infrastructure:

- Health: Mexico City has a highly ranked medical infrastructure with many internationally acclaimed hospitals.

- Education: There is plenty of Govt and private schools. Most of the private schools are bilingual (English-Spanish), and there are US, British, German, Japanese and French schools.

- Housing: Apartments can be rented both furnished and unfurnished, and services of real estate agents are widely available. All international staff members must present their residential places for UN security inspection BEFORE signing lease contract. There is a large seismic area in Mexico City which is restricted for selection of residences by UN staff.

- Weather and earthquakes: Mexico City has a pleasant climate, yet there are frequent weather changes. Heavy rains sometimes cause flooding in some colonies. Mexico City is situated in one of the most active seismic regions in the world, interlocked inside the area known as the Circum-

Pacific Seismic Belt, the area with the highest seismic activity in the planet. Earthquakes are frequent and sometimes cause major damage to the urban infrastructure.

- Currency and exchange: Mexican Peso. Dollars, Euros and traveler's checks can be exchanged at a currency Exchange office.

- Communications: Internet is available everywhere, but in houses and offices, a contract has to be made in order to access to this service.

- Transportation: There are public buses, subway, and if taxis are to be taken, it is recommended to take \"taxis de sitio\". Uber is also available.

Mexico City belongs to Security Risk Management area 01, Capital with the current General Threat Level 02, LOW. There are no known direct threats to UNHCR, yet UNHCR personnel may be affected by crime. Mexico City has high rates of crime, among them: robbery to passersby with or

without violence, vehicle theft; burglary and business robbery, telephone extortions, frauds, kidnapping and homicides. Also, gender violence is high.
