The International Water Management Institute (IWMI), a CGIAR Research Center is seeking multi-skilled and detail-oriented Assistant Human Resources Officers to join its headquarters in Battaramulla, Sri Lanka. There are two (02) positions available, with one position focused on capacity development and the other on consultancy contract administration.

The successful candidates will perform a wide range of administrative tasks and assist in the operations of the Human Resources (HR) department.

DUTIES & RESPONSIBILITIES:

Capacity Development Role

Assist in the coordination of IWMI's internship and fellowship program, which includes managing the life cycle of interns from recruitment and hiring to departure from the organization. Maintain accurate and up-to-date human resource files, records, databases, and documentation for IWMI's internship and fellowship programs. Provide guidance and answers to frequently asked questions from interns and hiring managers regarding HR policies, procedures, and refer more complex inquiries to appropriate senior-level HR staff or management. Process payments related to internships, fellowships, and associated obligations. Conduct periodic audits of internship and training files and records to ensure the collection and proper filing of required documents. Contribute to IWMI's training and development activities and maintain accurate and up-to-date information in IWMI's learning platform. Maintain accurate and up-to-date records, databases, and documentation for training and capacity development activities. Process payments for approved training and capacity development initiatives. Assist in monitoring the completion of IWMI's performance management process, including Tool - 2 users and hosted staff. Generate periodic and ad hoc reports related to training activities. Implement systems and processes to enhance efficiency and continually improve service effectiveness.

Consultancy Contract Administration Role

Draft, process, and securely store consultancy contracts and related documents and assist in the processing of invoices, ensuring compliance with applicable policies, procedures, and checklists. Communicate and liaise proficiently with relevant stakeholders in English, addressing inquiries, providing guidance to staff, and maintaining a high standard of client service through diligent follow-up. Assist in the consultancy selection process, including conducting roster searches, short-listing candidates, and ensuring timely completion of selection, negotiations, and necessary amendments. Facilitate the collection of required documents and information for smooth and efficient processing of consultancy contracts. Maintain accurate records and ensure the proper maintenance of databases. Proactively follow up with the appropriate stakeholders to resolve queries and keep all relevant parties informed. Assist audit processes and contribute to the provision of reports as required. Provide comprehensive clerical and administrative assistance to the HR department, effectively managing requests and appropriately prioritizing tasks. Introduce and implement streamlined processes to enhance efficiency and continually improve the overall effectiveness of services.

General (Both Roles)

Provide clerical and administrative assistance to the HR department. Assist in HR communications through various publications and events. Contribute to the planning and execution of special events, such as organization-wide HR meetings, employee recognition events, and other HR-related activities. Fulfill other assigned duties as required.

Requirements

MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE REQUIRED:

Recent graduate with a bachelor\u2019s degree in commerce, Business Administration, Human Resources, or a related field, with part or full qualification in human resource management from the Chartered Institute of Personnel Management (CIPM) or a recognized institution. Six months to two years of HR administrative experience in a demanding HR environment. Experience in working with databases, generating reports, and producing accurate information in the form of tables, spreadsheets, and graphics.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Essential

Proficient understanding of human resources functions. Meticulous attention to detail and strong organizational skills. Service-oriented with excellent interpersonal skills. Ability to work independently and meet tight deadlines. Excellent verbal and written communication skills in English. Proficiency in using Microsoft Office software (Word, Excel, PowerPoint, and Outlook). Ability to handle sensitive and confidential information and situations with tact, professionalism, and diplomacy.

Preferred

Experience working in an international organization. Familiarity with Human Resource Information System (HRIS) and Enterprise Resource Planning (ERP) systems.

This is a nationally recruited position and only Sri Lankan nationals will be considered. The duration of the contract will initially be for a period of three years with the possibility of extension.
