Standard Job DescriptionAssistant Field Officer Organizational Setting and Work Relationships The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners. - Promote and monitor the implementation of assistance projects. - Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern. - In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR. - Keep track of cases of detention; register applicants for voluntary repatriation and family reunion. - Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports. - Submit recommendation for protection interventions to the designated officer. - Negotiate with local authority counterparts, partners and populations of concern. - Perform other related duties as required. Desired Candidate Profile The UNHCR Representation in Venezuela works through the Country Office, three Field Offices (Maracaibo, San Cristobal, Guasdualito) as well as three Field Units (Caracas, Santa Elena de Uairen and Puerto Ayacucho). Field Unit Santa Elena de Uairen covers the municipality of Gran Sabana in Bolivar State, at the border with Brazil and falls under the supervision and management of Branch Office in Caracas. Occasionally the Office will cover other municipalities in Bolivar State. UNHCR in Venezuela is working through a community-based approach to prevent displacement, mitigate protection risks and support resilience of affected communities. In Santa Elena de Uairen focus is placed with indigenous population and persons in mobility. UNHCR works closely with operational and implementing partners and coordinates activities with local authorities, including the Office of the Ombudsperson, CONARE (National Refugee Commission), Civil Registry, Civil Protection as well as regional and municipal authorities, among others. To achieve expected results is required to undertake frequent field missions to the border with Brazil and to indigenous communities located in remote and difficult to access areas in Gran Sabana municipality and occasionally, to other Bolivar State municipalities.

This position will be under the direct supervision of the Deputy Representative (Operations), who will provide regular guidance on issues concerning protection, programme, inter-agency coordination, administration, external relations, etc. Advice and operational support may also be received from Protection, Programme, Supply, Public Information and any other functional units in Branch Office Caracas.

The incumbent of this position represents UNHCR at the field level and his/her primary role is to manage UNHCR’s ongoing activities and issues of concern in an effective and efficient manner which supports the overall mandate of the Office. S/he needs to provide and demonstrate the below experience and/ or skills:
- Experience leading multisectoral initiatives and identifying new opportunities for joint programming with key UN and partner agencies at local level.
- Previous UNHCR experience desirable.
- Previous experience in institutional and interagency coordination working groups leadership.
- Skills to identify spaces for interlocution with local authorities and civil society to promote humanitarian action.
- Demonstrated experience working with indigenous population.
- Experience with border monitoring and information exchange with UNHCR border mirror offices.
- Solid knowledge on Protection issues and ability to manage program at field level.
- Ability to manage effectively the resources, human/material/financial allocated to the Field Unit in accordance with UNHCRs administrative and financial rules and regulations and with permanent supervision of the Deputy Representative (Operations).
- Based on participatory assessment draft project proposals for assistance programs in the field.
- Experience in implementing field protection at the point of delivery.
- Ability to manage and supervise a team in FU Santa Elena de Uairen.
- Ability to come up with innovative and creative solutions to operational challenges.
- Skills to achieve effective and efficient teamwork.
