Work LocationBeirut, Lebanon Expected duration3 months Duties and ResponsibilitiesOrganizational setting The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For nearly forty years, UN-Habitat has been working in human settlements worldwide, focusing on building a brighter future for villages, towns, and cities of all sizes. Background After the 2006 July War, UN-Habitat initiated its Country Programme in Lebanon, responding to emerging issues through housing reconstruction, shelter provision and upgrading basic services, while laying the foundation for long-term sustainable solutions by means of urban profiling, data collection and urban policy analyses, supporting municipalities and much more. UN-Habitat Lebanon has been working effectively with partners and urban planning actors at the community, national and international levels for the past 17 years to develop and implement programmes and interventions that contribute to the achievement of the urban dimensions of the 2015โ€“2030 Agenda for Sustainable Development in line with the country needs and humanitarian frameworks. UN-Habitat Lebanon continuously adapts to the countryโ€™s situation by fostering inclusive and sustainable urban development, improving planning systems and frameworks as well as effective urban crises response โ€“ through a humanitarian, development and peace nexus approach. This includes contributed to the UNโ€™s collective response to the Syrian displacement crisis, the protracted and ever deepening socio-economic and financial crisis, the COVID-19 pandemic, the Beirut Port explosion (BPE) and other crisis related needs. UN-Habitat is currently implementing a wide range of projects in different cities and regions within the country involving municipalities and other national and local partners. Projects include but not limited to, upgrading of communities, reducing marine litter, addressing climate change challenges, solarization interventions, rehabilitation of public spaces, etc. To support the timely implementation of above projects and initiatives, UN-Habitat seeks the services of a qualified an Area Coordinator who will be contribute to the implementation and monitoring of UN-Habitat projects in different regions of the country. Reporting line The Individual Contractor will work under the supervision of the Urban Governance and Development Unit Manager. Duties and responsibilities The assignment of the Area Coordinator (Individual Contractor) will extend over a period of 3 months. The Individual Contractor will follow up and supervise the implementation of several ongoing and planned projects. โ€ข Support UN-Habitat in assessing, designing, and monitoring the implementation of basic services, neighborhood upgrading, and public space rehabilitation projects identified in collaboration with targeted communities. โ€ข Take part in meetings and field visits with local actors (municipalities, local public institutions, NGOs, local groups, UN and other Aid agencies, etc.). 2 โ€ข Assist in establishing solid collaboration frameworks with local partners, mainly municipalities, to jointly identify evidence-based priority interventions that respond to emerging challenges of vulnerable population groups. โ€ข Assist in creating and strengthening coordination mechanisms and synergies that involve relevant local and international actors and partners that are active within the assigned geographic area. โ€ข Assist in monitoring and providing technical assistance to existing Regional Technical Offices established under unions of municipalities. โ€ข Support in data gathering and analysis led by Urban Analysis team and related to population, institutions, and key sectors relevant to UN-Habitat mandate. โ€ข Support in the review of available data, studies, and reports on the assigned geographic area. โ€ข Support and facilitate the launching, closing and handing over ceremonies of relevant projects, including donorsโ€™ visits to the projects. โ€ข As requested, participate in sector coordination meetings taking place within the area. โ€ข Provide regular updates and written monthly reports to the Urban Governance and Development Unit Manager. โ€ข Support in developing progress and final reports including evaluation related to implemented projects. โ€ข Support in updating the Activity info system and IPMR. โ€ข Undertake additional tasks as requested. Qualifications/special skillsA high school diploma with supplementary training in civil engineering, architecture, or equivalent is required. A minimum of five (5) years of relevant experience, with a focus on working with municipalities, is required. Experience within the development and/or humanitarian sector, particularly with the United Nations System is required. Experience and good knowledge in navigating Lebanese Municipal Laws is desirable. Experience in heritage preservation principles and knowledge in practical engineering strengthening solutions for heritage buildings, is desirable. Strong computer literacy in Microsoft Office is required. LanguagesFluency in both written and spoken Arabic and English language is required. Additional InformationNot available.
