Purpose of the Job

The Analyst supports the coordination and management of SIG’s grant business related to TC and co-investment grants for the allocated region/countries. The Analyst will work alongside Operation Leader during the structuring phase of investment projects and contributes to the structuring and approval processes of grants as well as oversees appropriate implementation of grants supporting SIG’s business

Accountabilities and responsibilities

• Provide information and statistical analysis on all aspects of TC (donor and bank funded) and grant investment co-finance – including for internal/external presentations by team management and internal policy/strategy documents.
• Submit donor reports in a timely manner and ensuring they appropriately reflect all reporting requirements, including details specifically related to results (in coordination with the Analyst, Result Management) and maintain and update SIG data on alignment of projects/etc with SDGs, review FRMs and provide relevant write-up on projects contribution to SDGs.
• Support the preparation of SI3P resources such as case studies, presentations, intranet materials, etc and maintain data for workload monitoring.
• Support the administration and coordination of the SIG team’s TC programme across the EBRD countries of operations by:
  • • actively contribute to the TC assignment preparation and approval process: prepares or comments on draft Terms of Reference (“TORs”), budgets, TC profiles and other TC related documentation;
    • oversee the consultant selection progress, contract origination and amendment (preparing contract requests) and implementation, liaising with internal support units as well as external stakeholders – clients and consultants;
    • oversee the process of sourcing and securing TC and co-investment grant funding approvals in coordination with the relevant support units and the Associate Director, Head of Infrastructure Grants; including the preparation of Donor Fiches and review of Fund agreements between the Bank and donors; and attending Donor Steering Committee/Coordination meetings as relevant to the Region to facilitate this process;
    • Prepare or delegate to team Grant Unit submissions (including the Terms of Reference (“TORs”), budgets, TC profiles and Results Matrix etc.) for SIG’s pipeline in the selected region(s). Attend related internal approval meetings, (Grant Unit/Board/etc) as and when required and ensure that all TC issues are followed up so as to ensure final approval
    • providing input to project documents for SPCom, SBIC/OpsCom and Board to ensure completeness and accuracy of information related to the use of grant resources (TC and co-investment).
    • Oversee or work alongside SIG Operation Leaders and relevant internal support units, ensure timely, detailed and accurate donor reporting so as to enable Donors and EBRD’s management to be well informed on TC Project and co-investment grant outcomes.
    • Ensure the necessary policy components (gender equality, inclusion, green economy transition) are appropriately reflected in project documentation and particularly TC terms of reference and monitor their implementation to ensure appropriate replication in future projects
    • Provide information and statistical analysis on all aspects of TC (donor and bank funded) and co-investment grants – including for internal/external presentations by group management and internal policy/strategy documents.
    • Manage cooperation funds by bilateral and multilateral donors dedicated to SIG’s business. This involves pipeline management, preparation of project proposal, monitoring of utilisation, preparation of reports and participation of relevant review meetings with the donor.
    • Support other ad-hoc TC and grant co-financing requirements as may be needed and requested including for other regions.

      • Relevant experience in an international financial institution or donor organisation, in a project management role or similar.
      • A broad knowledge of Banking Department's procedures, including the project lifecycle, and the Bank's rules and policies including procurement and Technical Cooperation requirements.
      • Proven skills to do business correspondence and document writing, summarise information in written narratives and presentations including textual, numeric and graphic/charts parts and present to various audiences.
      • Highly motivated, committed and have a desire to contribute to the team.
      • Excellent organisational and administrative skills.
      • Ability to prioritise and work with continuously changing priorities, sometimes to tight deadlines, schedule own work and take initiative.
      • Fluency in English, both written and spoken, is essential.
      • Proficiency in MS Office package, in particular Word and Excel.
      • Strong numerical skills.
      • Attention to detail.
