The Norwegian Refugee Council (NRC) is looking for a highly qualified, resilient, and dynamic advocacy and policy professional to provide support to our teams in Syria. The successful candidate will be responsible for identifying priority protection concerns for advocacy, strengthening the incorporation of advocacy into all aspects of NRC’s activities and guiding NRC’s advocacy messaging to promote an improved protection and humanitarian response environment in Syria.

You will provide overall leadership, management and strategic direction to NRC’s policy and advocacy work for Syria Response Office.

You will be expected to provide technical support and capacity building for colleagues and partners working at country level and your thought leadership will be key. Internally, you will an expert resource and adviser on local, regional, and international developments related to Syria and the implications for NRC, its humanitarian operations and advocacy focus. Externally, you will establish and strengthen strategic advocacy networks and alliances which includes but not limited to supporting the Country Director in active engagement with the international community, humanitarian actors including Syrian civil society, and de-facto authorities

What you will do:

Be an active member of the Country Management Group (CMG) and an expert resource and adviser on local, regional,and international developments related Syria and the implications for NRC, its humanitarian operations and advocacy focus. Drive and shape NRC’s profile on Syria (public and private) on priority issues for the organisation. Closely coordinate with the Syria Country Office (SCO) Policy and Communication Manager to ensure coherent NRC Advocacy and Communication on Syria. Lead and coordinate planning and implementation of quality advocacy and lobby activities across the Syria Response programme in cooperation with the SRO Country Director (CD), programme staff and the NRC Middle East Regional Office (MERO). Closely collaborate with NRC’s refugee responses in neighboring countries. Provide effective management, mentoring, and training to the direct reports and ensure day to day support to develop team products. Coordinate the work of the Advocacy Unit as resource center for policy analysis and development within SRO, in close cooperation with the Protection Advisor and Programme specialists. Produce timely and regular advocacy and media products such as briefing notes,fact sheets, talking points, research papers and articles, and where appropriate, support field staff in the production of advocacy products, in line with country and regional priorities. Support the CMG and the Area Offices in the development of internal communication products. Establish and strengthen strategic advocacy networks and alliances. Be abreast of all local, regional and international advocacy initiatives on Syria relevant to SRO. Actively engage with coalition advocacy work on Syria and support the SRO CD in engagement with the international community, humanitarian actors including Syrian civil society, and de-facto authorities. Identify and engage with local, regional,and global policy dialogues pertaining to priority issues for NRC. Position NRC as a leading expert on priority areas of concern for the Syria response. Represent NRC in relevant fora and act as a spokesperson as agreed with the SRO CD and regional office, including with the media. Conduct advocacy training for SRO staff and partners as well as oversee and support staff in information management and data collection, including from local partners, for use in media and advocacy products. Ensure NRC representatives are well briefed on Syria, enabling them to adequate represent NRC SRO with external stakeholders. Provide sound political judgement on issues of extreme sensitivity. Makes decisions and solves problems on complex issues, requiring creative thinking to find the best solutions and drawing on information from a variety of sources to inform decision making. Ensure oversight of sign off for all influencing and media and communications products in Syria as per NRC guidelines.

What you will bring:

Post-graduate with minimum 5 years of experience from working as an Advocacy and Information Adviser/Manager in a humanitarian/recovery context. A Masters in International Affairs, Law, Public Policy, or International Relations is preferable. Experience from working in complex and volatile contexts. Knowledge of the context in Syria and the Middle East is highly desirable. Professional knowledge about protection principles and advocacy, and the use of media for public advocacy Strong managerial, representation, interpersonal, and communication skills essential Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities. Fluency in English, both written and verbal. Knowledge of the Arabic language is desired.
