Org. Setting and ReportingThe position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The incumbent will report to the Logistics Officer. ResponsibilitiesWithin delegated authority, the incumbent will perform the following responsibilities: General Administration โ€ข Maintains calendar/schedules of the Chief Librarian. Monitors arrangements and liaises with people inside and outside the immediate work unit. Drafts routine correspondence. โ€ข Maintains files of rules, regulations, administrative instructions and other related documentation. โ€ข Maintains up-to-date work unit files (both paper and electronic). โ€ข Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. โ€ข Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. โ€ข Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations. โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Assists with visualizations and updating information material such as web pages or brochures. Human Resources Management โ€ข Initiates, processes, monitors, reviews and follows-up on actions related to the administration of the unitโ€™s human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training etc., ensuring consistency in the application of regulations and procedures. โ€ข Prepares all necessary documentation to initiate the process for the engagement of the IC/C at the Library and the Web unit. โ€ข Verify if the IC/C has a Business Partner record in the system, executes the Personnel Action to create the Mini master record by entering the information collected. Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. โ€ข Focal Point for E-performance. Supports the Chief Librarian and Library Staff on the management of their performance cycles. Reviews entitlements-related claims and reports. โ€ข Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with central administrative services as necessary. โ€ข Maintains and reviews organizational staffing tables; prints and reviews Umoja reports. Budget and Finance โ€ข Monitors status of expenditures and allotments through Umoja, records variations, updates budget tables. โ€ข Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies. โ€ข Reviews status of relevant expenditures and compares with approved budget. Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. โ€ข Prepares all necessarily documentation to initiate the Library and Web Unit purchasing process. โ€ข Collects all necessarily documentation to be upload to the shopping cart / low value purchase orders in UMOJA (Memo Waiver โ€“ Quotations โ€“ License agreements โ€“ Cost Center used approved, etc.).Assists in the preparation of budget performance submissions. โ€ข Prepares statistical tables and standard financial reports. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English and French, (both oral and written) is required.
