Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

Under the supervision of the Chief of Country Office, the Administration and Operations Officer is responsible for the coordination and effective delivery of logistic and administrative services in support of ICC field operations in the country of assignment.

Operating from an ICC Country Office, the Administration and Operations Officer is responsible for the management matters pertaining to human resources, supervision of personnel, finance, procurement, assets, budget, and general services within their delegation of authority and in adherence to the Division of External Operations Standard Operating Procedures, Strategic Plan and Service Level Agreements.

The Administration and Operations Officer ensures timely response to needs/requests by providing the material and/or services required in support of field operations. They also coordinate logistics operations with the relevant local authorities, United Nations Mission or Agencies, diplomatic delegations and civilian organisations as needed while supervising the work of Country Office staff and providing guidance in the performance of their duties.

Under the supervision of the Chief of Country Office, and in cooperation with the relevant sections at the headquarters, the Administration and Operations Officer is responsible for the organisation and supervision of day-to-day operations, as well as of special operations, such as relocation of victims and witnesses, transfer of suspects to The Hague, organisation of in situ trial, etc. The Administration and Operations Officer is also supporting the Chief of Country Office in drafting and monitoring budget of the Country Office, as well as carrying out necessary financial transactions and archiving relevant documents.

Duties and Responsibilities

Effectively planning and overseeing the Country Office (CO) in terms of administrative, logistics and operational matters; Effectively managing human, financial and physical resources in support of ICC field operations, in accordance with the ICC Rules and Regulations; Follow-up on logistic, recruitment, human resources, and administrative issues at the request of the Chief of Country Office, in adherence to the Divisionโ€™s established Strategic Plan, Standard Operational Procedures (SOP) and Service Level Agreements (SLA); Coordinate the day-to-day and special Country Office operations support; Supporting the Chief of the Country office in drafting and monitoring budget of the Country Office, as well as carrying out necessary financial transactions and archiving relevant documents; Monitor ongoing files in the absence of the Chief of Country Office.

Essential Qualifications

Education:

Advanced University degree in Administration, Accounting, Economics, Business Management, Mathematics, Law, field logistics management or other relevant field. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of five years (seven years with a first-level university degree) of progressively responsible experience in the area of field operations support or other area is required.

In addition, experience in the following areas is required:

Delivery of diverse logistical and operational services in international environment/missions. Services include emergency medical support and hostile environment support; Operational Logistic Administrative Planning, organisation and supervision of operations in hostile area; Experience in human resources, recruitment, and international team management; Standards of conduct linked to confidential activities; Previous experience in Ukraine or Georgia will be considered as an asset.

Knowledge, Skills and Abilities:

Knowledge of budgeting and asset management programmes, practices and procedures; Ability to organise, conduct and supervise operations in hostile areas under poor conditions, independent of any supervision, identifying issues, formulating options and making decisions that are safe and in the best interest of the ICC; Ability to establish priorities and to plan, coordinate and monitor own work plan as well as of staff under their supervision; Communication and computer skills, including proficiency in word processing, spreadsheets, SAP, and relevant software packages; Interpersonal skills and the ability to establish and maintain effective work relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; Ability to manage and mentor a team by demonstrating leadership, recognising and responding appropriately to ideas, interests and concerns of others, appraise staff fairly and objectively, providing ongoing feedback and recognitions in a timely manner; Ability to deploy to operation areas in different countries and remote locations with short notice.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is highly desirable. Knowledge of Ukrainian is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information
