Job Summary

ABA ROLI is looking to hire a local Armenian expert to fill a Monitoring and Evaluation Manager position for an anticipated project based in Yerevan, Armenia. The Monitoring and Evaluation (M&E) Manager supports the implementation of ABA ROLI’s program by designing and implementing the M&E activities of the project; assisting the Chief of Party in preparing weekly, quarterly and annual reports on project progress, as needed; and monitoring project activities on a regular basis. The M&E Manager will also be responsible for leading the collection and analysis of data relating to project activities, including but not limited to conducting outcome and/or impact assessments and evaluations, baseline studies, surveys, and needs assessments to identify necessary changes and future project opportunities. Additionally, the M&E Manager will undertake regular data quality assurance, participate in development of data collection and reporting, and ensure file storage in accordance with ABA ROLI policies. This position is subject to the availability of funds and pending USAID management approvals.

Principal Duties

  • Develop and implement program monitoring and evaluation procedures, including M&E work plan.
  • Monitor all project activities and progress towards achieving program goals.
  • Develop all required data collection tools and templates, including identifying and requesting government data relevant to the program.
  • Develop and maintain a secure system for storing and organizing all program data.
  • Develop evaluation mechanisms for project success and achievement of desired outcomes.
  • Present quarterly data and analysis to program team and collaborate with Program Manager and Chief of Party on strategies for improving effectiveness of project.
  • Report as needed, including monthly, quarterly, and annual progress on all project activities to Program Manager and Chief of Party
  • Assist in coordinating effective implementation of indicators and measurements.
  • Assist project personnel with M&E tools and facilitate their use among staff.
  • Participate in design, collection, and analysis of baseline and end-line data.
  • Upload M&E data and products onto ABA M&E systems, including DevResults.

Location

The position will be based in Yerevan Armenia.

Principal Qualifications

  • Armenian nationals preferred.
  • Excellent oral and written English language communication skills required.
  • At least 4 years of experience in the design and implementation of M&E/MIS in development projects.
  • Experience in designing tools and strategies for data collection, analysis, and production of reports.
  • Proven information and communications technology skills, especially in the development and use of database software such as DevResults.
  • Preference will be given to candidates with experience in human rights and justice.
  • Experience maintaining professional relationships with donor and/or government officials preferred.
