Presentation of the mission

Action Contre La Faim ACF) has been operational since 2010 in Northeast and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, sanitation and Hygiene (WASH).. further the mission has expanded its programs in the wake of conflict in Borno state since 2017, focusing on long term sustainable programs focused on system strengthening for Health, WASH, Social Protection, and Agriculture sectors. The mission is currently in the process to launch response in the Northwest?Nigeria. In 2018,?ACF launched the Rapid Response Mechanism (RRM) in Nigeria in an effort to address the urgent humanitarian assistance to the displaced populations in Northern Nigeria. With this Approach ACF is among the lead agency that is currently reaching the NE &NW regions with Rapid Humanitarian assistance for to the conflict and other disaster affected population. Currently, without conspiring LGAs reached on RRM modality, ACF is providing an integrated humanitarian response in Yobe State (12 Local Government Areas (LGAs), Borno (11 LGAs), Bauchi (2 LGAs) and Jigawa (6 LGAs) with partial presence in Kano. Despite the remarkable achievements in humanitarian sector, ACF, as other humanitarian actors, has been continuously affected by the shrinking humanitarian space.

Security, working and living conditions:

The Nigerian security environment is volatile, especially in the NE and North West, where the mission is operating. Specific to the NE, the non-state armed groups (NSAG) regular attacks to the military, government and humanitarian installations has made majority of the locations inaccessible and the mission has prioritized use of UNHAS chopper while completely banned its staff from using road transport. Moreover, international staff are allowed to stay in some few locations outside the main state capitals of Yobe and Borno. In the North west area of the country, abductions and killings have occurred regularly in the past against mission and the mission has strict measure to be followed while in these locations.

Presentation of the bases:

The mission currently employs 24 international and 345 national staff, working from the coordination office in Abuja, field offices in Maiduguri, Potiskum, Dutse and Bade to address the humanitarian needs of the population. Road movement between Yobe and Borno is strictly prohibited for ACF staff, whether for business of personal reasons.

The Potiskum base is composed of 95 staffs and 6 people to manage directly. The principal donors are FCDO, GAC, SIDA, ECHO and USAID and projects are a mix of both humanitarian and recovery and development programming. You will have field trips in Bade and Damaturu.

Votre poste et vos responsabilitรฉs

Under the management of the Deputy Country Director Operations, you are responsible for the overall management of operational aspects in support to the program team. The Field Coordinator will also work closely with technical coordinators to ensure proper planning and implementation of activities as per work plans, as well as ensuring that the missionโ€™s procedures are respected and followed by the field teams, as well as serve as the Team Leader and Security focal person.

  • Manage and develop ACF Programming and Strategy in Yobe State through proper PCM (Project Cycle Management) follow-up and implementation of project activities while ensuring a good level of coordination and integration of new program assessments and project evaluations in project areas
  • Ensure Safety & Security of ACF personnel and assets with risk analysis, updated security plans, a good security network, coordination with Crisis Management Team and briefing of all staff on security and context changes.
  • Follow ACF Finance, Human Resources, and Logistics in LGAs of responsibility in Yobe state.
  • Represent ACF on the field and adherence to Mandate, Charter and Principles.

    Votre profil

    You hold a Degree in Social sciences or any relevant degree - a relevant Masters degree is a plus. You are fluent in English and have a significant experience with INGOs in insecure setting on the same type of position. A previous experience with ACF in emergency and post-emergencies is an asset.

    You have excellent management skills specially of large scale programme (HR, projects, stress management) and the ability to organize, train and motivate a multicultural team. You are diplomatic, a good negociator, disciplined and able to work independently with excellent drafting and written skills.

    For international profiles :

    • Fixed term contract under French legislation: 12 months
    • Monthly gross salary from 2597 to 2968โ‚ฌ upon experience
    • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
    • Annual salary increase: 6% increase after and each 12 months of continuous contract
    • Monthly per diem and living allowance: $754 net, field paid
    • Monthly country allowance: 450โ‚ฌ
    • Child allowance: 1500โ‚ฌ per year per child present in the country of origin (maximum 6000โ‚ฌ/year)
