OBJECTIVES OF THE PROGRAMME

The Integrated Community Recovery and Resilience in Borno State (IC2RB) project is a collaborative initiative between the World Health Organization (WHO) and the United Nations Development Programme (UNDP), with funding from the European Union (EU). Since its launch in 2017, the project has focused on strengthening the healthcare system in conflict-affected areas of Borno State.

A key component of IC2RB is the rehabilitation and upgrading of the Biu and Monguno Specialist Hospitals, which are being developed as Zonal Reference Centres to serve over 15 Local Government Areas (LGAs). These centres will play a critical role in delivering integrated, accessible, and quality healthcare to populations recovering from conflict.

To ensure high technical standards and effective project delivery, WHO is recruiting a Construction Project Engineer to provide daily on-site technical supervision, ensure compliance with project specifications, coordinate construction stakeholders, and safeguard quality, safety, and sustainability in all rehabilitation activities.

DESCRIPTION OF DUTIES

Under the direct supervision of the WHO Construction Consultant and technical guidance from the WHO Nigeria OSL team, the Construction Project Engineer will:

  • Oversee day-to-day construction and rehabilitation activities at either Biu or Monguno Specialist Hospital.
  • Ensure all works are executed in compliance with WHO technical standards, the Environmental and Social Management Plan (ESMP), and Nigerian regulatory standards.
  • Ensure the safe, timely, and cost-effective delivery of infrastructure works that meet healthcare functionality requirements

    A. TECHNICAL SUPERVISION AND PROJECT MANAGEMENT

    • Ensure construction/rehabilitation works strictly follow project timelines, architectural/engineering drawings, technical specifications, and contractual obligations.
    • Supervise contractors and ensure quality workmanship across civil, electrical, mechanical, plumbing, solar, and water system installations.
    • Conduct routine quality assurance and safety inspections and report non-conformities to WHO.
    • Approve and monitor material deliveries for compliance with specifications and site requirements.
    • Ensure site activities are carried out in a safe, organized, and health-compliant environment.

      • Validate contractor performance against work plans, BoQs, and timelines; flag delays or issues promptly.
      • Review and endorse work plans, invoices, and progress reports submitted by contractors.
      • Prepare technical reports, site visit reports, minutes of coordination meetings, and completion certificates.
      • Track construction phases and ensure timely documentation of handover and acceptance reports.

        C. COORDINATION AND LIAISON

        • Participate in joint technical reviews with WHO, UNDP, government agencies, and community representatives.
        • Serve as the focal point for site-related technical coordination between WHO, contractors, consultants, and authorities.
        • Organize and chair weekly site meetings to assess progress, address bottlenecks, and update stakeholders.

          D. ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP)

          • Ensure compliance with the IC2RB projectโ€™s ESMP requirements during all construction activities.
          • Monitor QHSE (Quality, Health, Safety, and Environmental) implementation at site level.
          • Prepare PEGS (Project Environmental and Social) reports and maintain a log of incidents/accidents and mitigation measures.
          • Identify risks to personnel, infrastructure, or the environment and recommend corrective actions.

            E. TECHNICAL INPUT & INFRASTRUCTURE PLANNING

            • Support WHO in the technical assessment of health infrastructure needs in Borno State.
            • ย Contribute to the design and technical documentation (drawings, BoQs, implementation schedules) for additional construction or rehabilitation works under IC2RB

              REQUIRED QUALIFICATIONS
              Education
              Essential: Bachelorโ€™s degree in Civil Engineering or related disciplineย  .
              Desirable: Master's Degree in Civil Engineering.ย 
              Essential: At least 5 years' in buildings/public infrastructure construction.
              Desirable: 3 yearsโ€™ experience in construction or rehabilitation of health facilities. Experience working on donor-funded or international development projects (e.g., WHO, UNDP, EU)ย 
              Skills
              โ€ข ย  ย Solid knowledge of construction project management, quality control, and safety procedures.
              โ€ข ย  ย Proven experience in water systems (e.g., boreholes, plumbing) and renewable energy installations (solar panels).
              โ€ข ย  ย Proficiency in AutoCAD or similar design software, Microsoft Office (Excel, Word, PowerPoint), and project tracking tools.
              โ€ข ย  ย Strong leadership, organizational, and team coordination skills.
              โ€ข ย  ย Excellent interpersonal and communication abilities, especially with contractors, government counterparts, and local communities.

              REMUNERATION
              WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above role comprises an annual base salary starting at USD 50843ย
