The Position:
UNFPAโs mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. Jordan has one of the youngest populations in the world, with 63% of its population under the age of 30. Young people face a range of challenges to their full participation in the social, economic and political life of the country. This has clear ramifications on peace and security within Jordan and the region. UNSCR 2250 on Youth, Peace and Security was adopted in 2015 as the first international agenda recognizing the importance of youth in peacebuilding and countering violence, while encouraging localization through national efforts.ย
To support the implementation of the Jordanian National Action Plan on Youth, Peace and Security 2025-2027 (YPS JoNAP), a YPS Unit was established within the Ministry of Youth (MoY) in 2023. UNFPA has been a strategic partner in establishing this Unit and remains committed to providing technical assistance for its operationalization. The goal is to develop a robust governance structure that facilitates the coordination, implementation, and monitoring of UNSCR 2250 and the YPS JoNAP in Jordan.
This consultancy reflects the need to ensure the effective continuation of advancing the YPS agenda and setting up the structure for implementing the YPS action plan. It will focus on institutional and technical capacity building, policy enhancement, and governance structure enhancement to drive forward the implementation of the YPS JoNAP.
The YPS Consultant will serve as the primary technical and institutional advisor to MoY and UNFPA while the recruitment process for the YPS Unit staff takes place. The Consultant will collaborate with the Ministry of Youth and UNFPA JCO, including the Minister and Secretary General, to strengthen policies and structures that enhance the role, representation, and agency of youth in implementing the YPS JoNAP.ย

Job Purpose:
The YPS Consultant will lead efforts to strengthen institutional and individual capacities within the Ministry of Youth and provide expert guidance on activating the YPS Unit and National 2250 Youth Coalition in alignment with the YPS JoNAP and the National Youth Strategy (2019-2025), specifically Pillar 6: Youth and Community Peace and Security. The Consultant will work closely with UNFPA and the Ministry of Youth to achieve the following objectives:

ย YPS JoNAP Launching event Support MoY with the launching event of the YPS JoNAP, the communication within the MOY and with other ministries and partners to enhance awareness, visibility, and engagement among stakeholders.
ย Re-initiating the Jordanian National 2250 Youth Coalitionย Review and develop key documents of the Jordanian National 2250 Youth Coalition, including review of past membership, selection mechanisms, and approach for updating the terms of reference (TORs), defining roles and responsibilities, and other relevant documentation. Ad Hoc Support Provide additional technical or operational support to MoY or UNFPA as needed to achieve the objectives of activating the YPS Unit.

The consultancy will take place from July to August 2025 under the supervision of UNFPA in close collaboration with the Ministerโs Office at the Ministry of Youth. All deliverables shall be submitted electronically in word format.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
UNFPA will be regularly updated and informed throughout the process. A final report summarizing the consultantsโ overall activities and their contributions to the YPS Unit and the national agenda will be submitted.

Activity 2.2: Design and Co-delivery of introduction sessions to ministry staff, partners and other involved ministries 4 sessions at least (July-August, 2025)
Supervisory arrangements:ย
Under the direct supervision of the Ministry of Youth the consultant will work closely with the UNFPA Youth Analyst and the YPS UNV to support the YPS and JoNAP implementation.ย
Expected travel:
Not expected. If the need arises to travel outside Amman to other governorates, arrangements shall be done on a case by case basis.
Required expertise, qualifications and competencies, including language requirements:
These criteria include appointing a professional equipped with the technical knowledge and competencies to translate into practice within the context and mandate of the YPS agenda.
The minimum qualifications for the consultant include:
Masterโs degree in public policy, Business or Public Administration, Political Sciences, Human Resources, or related field with 5ย years of demonstrated experience in public policies and management, or a Bachelor in public policy, Business or Public Administration, Political Sciences, Human Resources, or related field with 7 years of demonstrated experience in public policies and management. Experience in the field of youth policies, the YPS Agenda, and/or the UN Sustainable Development Goals (SDGs) system is highly favourable. The ability to produce high-quality written documents and reports. Demonstrated experience in conducting capacity building, training, and coaching. In-depth knowledge of M&E frameworks and the ability to design a system aligned with the MoY's existing structure. Proven ability to manage projects effectively, ensuring deliverables are met within deadlines and budget constraints. Proficiency with relevant computer software programs; particularly MS Office.Fluency in Arabic and English is essential for effective communication with stakeholders and project deliverables.
