Project Description


The Philippines is one of the fastest-growing economies in Southeast Asia and plays an important role in the stability of the region. Environmental degradation and more frequent climatic events are likely to be key political, economic, and security disrupters over the longer term. Humanitarian crises can also undermine growth, reverse development gains, increase poverty, and cause instability that can last for decades.

To address this challenge, the United Nations Development Program (UNDP), through the support of the Government of Australia Department of Foreign Affairs and Trade in the Philippines (DFAT), is implementing the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program. Australia invested AUD18 million in SHIELD.

The goal of the SHIELD Programme is to make all people in target communities safer and more resilient to the impacts of natural hazard events and climate change. This will be realized by achieving three interdependent components:

โ— Component 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implement informed and inclusive resilience actions

โ— Component 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience

โ— Component 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action


SHIELD will be implemented in 11 provinces, Metro Manila, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The second component is built upon the need to develop and strengthen an enabling environment at the national level beyond planning and financing, to accelerate climate and disaster resilience actions at the local level and improve oversight and accountability for its implementation and results. With this, SHIELD is looking at initiating policy reforms, including developing and enhancing resilience frameworks, plans, policies, and strategies, Monitoring, Evaluation, and Learning (MEL) framework for resilience, and data ecosystems for resilient development.


Scope of Work


UNDP and OCD seeks to engage the services of a Web Developer who will modify, deploy, maintain, transfer and deliver the prototype M&E Dashboard to OCD. This dashboard shall streamline key functions such as reporting, updating, collation, storage, presentation, and generation of DRR-related data from local stakeholders and key government agencies to the OCD. The Developer shall ensure that critical digital functions such as user credentials, data storage, accessibility, security, analytics, quality control and assurance, user experience (UX) design, user interface (UI), overall system sustainability, and the likes are considered in developing the dashboard. Specifically, the Web Developer is expected to perform the following tasks in undertaking the project:

2. Modify the functionalities of the dashboard based on the requirements of OCD and NDRRMC, taking into account the following set of technologies (technology stack) used in developing the RBME System:


a. Server Stack: Apache Server

b. Programming language/script: Php 7.0, JavaScript, ReactJS, Bootstrap, Foundation

c. Database: MariaDB

d. Web Framework: CodeIgniter (utilizes the MVC framework)


3. Deploy the dashboard to the cloud server that will be procured by UNDP/OCD to host the system.


4. Prepare a Technical Documentation/Manual containing the detailed product description, APIs, final database design, source code, user acceptance test report, vulnerability assessment, etc.


5. Adhere to the Vulnerability Assessment and Penetration Testing (VAPT) report that will be conducted by OCD /3rd party.


6. Maintain the system until end of the contract.


7. Conduct capacity building on the use of the system with OCD and NDRRMC, including its regular maintenance.


8. Organize at least two (2) trainings with OCD and other identified users of the platform for Systems Administration, Server Administration, and Cloud Hosting.


9. Lead the coordination with relevant OCD offices and other stakeholders for inception meetings, consultations, trainings, and other activities needed to complete the deliverables.


10. Prepare letters of correspondence, presentation materials, progress reports, activity design, post-activity documentation, and other relevant documents, as required.


11. Turnover the system to OCD upon end of contract including all relevant documentations.


The Consultant is expected to work with the SHIELD Support Unit (SSU), UNDP Climate Action Programme Team, OCD, SHIELD Consortium Partners, and other relevant stakeholders.

Period of assignment/services 90-person days
