PURPOSE OF THE POSITION
The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 14th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020โ2025 โโUnited Action for Better Health in Europeโ which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizensโ expectations about health.
WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES
During deployment the duty station may change, and duties may be modified based upon the technical needs of the Programme. The main activities of the Warehouse Officer involve:
1. Inventory management:
- closely monitor stock levels (medical and non-medical supplies), particularly monthly consumption figures, expiry dates, and possible stock surpluses or depletion.
- Advise and inform the line manager when the stock of goods is nearing the minimum or maximum threshold alert to ensure a timely reorder or distribution push of the goods to avoid stock outs and accumulation of sleeping stocks.
- Making sure the goods are managed in accordance with the FEFO (First Expired First Out) and/or FIFO (First In First Out) principles.
- Organize and supervise regular physical random physical stock count stock in accordance with the frequency defined by the Supply Officer and proceed to data storage system reconciliation. Ensure a prosper implementation and use of the Stock administration tools in place.
- In collaboration with the Supply Officer , prepare all procedures and necessary steps for the disposal of expired/damaged supplies.

2. Goods reception and distribution:
- Any goods receipt, ensure immediate update of warehouse stock database.
- Ensure that all necessary information is correctly and fully recorded in the system: Requestor/Stock owner name, WHO code, batch number, expiry date, date of delivery, stock balance (incoming/outgoing) and delivery document reference numbers.
- Dispatch management: acknowledge receipt of Validated Distribution Plans.
- Monitor and control the distribution planning submitted by storekeeper(s) and ensure that WHO shipping documentation is duly completed.
- Provide final approval before cargos shipment.
- Regularly inform the line manager and the Health Response Pillar Lead on completed distribution.

3. Staff management:
-ย Supervise WHO staff working in the warehouse.ย
- Submit requests to hire casual workers for the Supply officerโs approval during the peaks of activities.
-ย Identify training needs and efficiently plan trainings, to ensure that all staff have required knowledge and are equipped with the required tools for the job.
-ย Organize weekly meeting to ensure that the warehouse team is well briefed on the priorities.
-ย Assist in the training of any counterparts in warehouse management best practice.
- Follow up on warehouse's staff and casual work results and conduct performance appraisal for warehouse staff.

4. Reporting and Communication:
-ย Ensure accurate recording, accounting and reporting is available at all times to support decision-making linked to inventory management.
-ย Prepare timely stock reports including alerts of pre-expiring supplies that need urgent attention of stock owners.
-ย Immediately inform the line manager of any problems arising during the work, particularly about damage, loss, attempted break-ins or theft in the warehouse.
- Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS
Education
Essential: A first university degree in Supply management, Logistics, Finance, Computer Science, Information Communication Technology or closely related field relevant to the position.
Desirable: An advanced level university degree or professional qualification in Supply management, Logistics, Finance, ICT or Administrative field from an accredited/ recognized institute.

Experience
Essential: At least one (1) year related experience and exposure, in managing emergency ICT operations and/or Logistics & Administration support in international organizations/institutions, part of which in the field supporting emergency humanitarian operations. Demonstrated experience in medical supplies management
Desirable: Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international non governmental organization work in the field of outbreaks and/or health emergency response.

REMUNERATION
WHO offers an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 29,688 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
