UN Women's engagement in Yemen has been instrumental in promoting Women, Peace, and Security (WPS) in the political landscape. The organization has actively worked to increase women's participation in political processes, advocating for their representation in peace negotiations and governance structures. Through capacity-building and leadership training initiatives, UN Women empowers women to take on active roles in political discussions and policymaking. The organization also focuses on advocating for gender-sensitive policies, collaborating with policymakers to integrate gender perspectives into legislation and address issues like gender-based violence. Additionally, UN Women provides crucial support for women affected by conflict, offering services such as psychosocial support and legal assistance. Through monitoring and reporting activities, UN Women highlights the impact of conflict on women's rights and advocates for policy changes to address their unique challenges in Yemen's political context.
UN Women in Yemen has been providing support to women displaced by the conflict, while advocating for greater womenโs engagement in the ongoing political process within WPS efforts. To this end, UN Women utilizes a multi-sectoral approach that contributes to achieving the following results as part of all stakeholderโs collective response to Yemen crisis:ย

The consultant will be reporting to Representative, and will be supported by Programme Management Specialist, who will be the point of contact on the contract and payment issues.
Under the overall supervision of the UN Women YCO Representative the Planning, Monitoring, Reporting and Partnerships Analyst will provide technical and analytical support to the UN Women YCO colleagues in incorporating monitoring and reporting into programme formulation as well tracking it against the Strategic Plan targets and the reporting of results to internal and external audiences, including resource mobilization.
Description of Responsibilities /Scope of Work
1.Technical Support on Results-Based Management, M&E, and reporting
Provide technical assistance on results-based planning, monitoring, and evaluation aligned with UN Womenโs corporate guidance. Support the development and quality assurance of annual work plans and results frameworks, ensuring alignment with Strategic Notes and donor commitments. Lead or coordinate assessments and evaluations, ensuring the application of gender-responsive and utilization-focused methodologies. Conduct training and capacity development on RBM principles for UN Women staff and partners. Provide technical oversight for data entry and compliance with RMS (Results Management System) and corporate planning and monitoring standards. Draft donor and programme reports (both narrative and financial including regular quarterly and annual report Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting; Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations. Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; Contribute to annual work plan monitoring, reviews and reporting;2. Partnerships and Coordination
Provide strategic support to the Country Representative, particularly in facilitating timely follow-up on key initiatives, correspondence, and internal communications. Support the preparation of background notes, talking points, and briefing materials for high-level meetings and engagements, ensuring alignment with UN Womenโs strategic priorities. Monitor key developments relevant to gender equality in the country and share timely inputs to inform the Country Representativeโs engagement with partners and stakeholders. Support the development and implementation of resource mobilization strategies tailored to institutional and bilateral donors. Coordinate the mapping and cultivation of donor partnerships, including preparing data packages, concept notes, and briefing materials. Contribute to the drafting and review of high-quality donor proposals and results-based reports. Advise on strategic alignment between donor interests and UN Womenโs programming priorities. Support UN Women to organize and facilitate inter-agency coordination on gender equality and support the integration of gender perspectives in the UN Sustainable Development Cooperation Framework (UNSDCF) and other inter-agency processes. Strengthen inter-agenciesโ efforts to prioritize gender equality in their crisis response plans aligning it with HDP priorities. Build and maintain strategic partnerships with local authorities, civil society, donors, and other stakeholders to promote gender equality and women's rights. Support strategic partnerships with UN agencies, civil society, government counterparts, and private sector actors. Support joint programming efforts and inter-agency coordination mechanisms related to gender equality. Support technical efforts and inputs into UN Country Team planning processes, including the UNSDCF and gender mainstreaming efforts across sectors.3. Knowledge Management and Learning
Formulate and support the efforts to conduct gender assessments exercise(s) and provide high-quality policy briefs and reports to inform programmesโ development and policy advocacy. Lead knowledge-sharing initiatives on gender mainstreaming, best practices, and lessons learned across UN Women and partner organizations. Design and deliver capacity-building programmes on gender equality for UN Women staff, UN agencies, and other stakeholders with a focus on local actors. Contribute to generating knowledge, evidenced based and analytical products about women and girls โsituation in Yemen identify gaps and priorities for context-relevant actions. Organize, facilitate, and conduct tailored focus groups as agreed with UN Women in the selected areas and with all relevant stakeholders. Lead documentation of best practices, lessons learned, and innovations across UN Women programming. Coordinate internal knowledge-sharing efforts, including preparation of learning briefs, internal webinars, and cross-country exchanges. Oversee the synthesis and packaging of evaluation findings for learning, advocacy, and resource mobilization. Maintain a repository of internal and external knowledge assets and contribute to regional and global knowledge systems.ยConsultantโs Workplace and Official Travel
This is an office-based consultancy. As part of this assignment, all travel that falls under the needs of the programme will be covered by the Yemen Country office. Such travel is subject to DSA as per UN Womenโs rules and regulations.ย

Education and Certification:
Masterโs degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Experience:
At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required; Progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required; Experience in providing quality reports, including comments and revisions according to the specified deadlines is required; Prior experience with the UN or other international organization is desirable;Languages:
Fluency in English and Arabic is required.
