UN Women aims to develop and implement innovative methods to produce and use timely gender data and analysis for informed, inclusive, and effective responses in crisis and conflict. UN Women seeks to standardize gender analysis methodologies and develop innovative toolkits akin to the context including on innovative participatory approach with womenโ€™s organizations to produce gender data and analysis on impact of crisis and conflict including through gender specific materials like the gender profile, gender flash updates and alerts.

Reporting to the Humanitarian Program Specialist, and supported by Country Program Coordinator, the Gender Information Management consultant provides inputs and support to the effective management of UN Women CRAFโ€™d project and other in country humanitarian programmes contributing to gender data programming, design, formulation, implementation and evaluation including on gender related assessments and analysis. The National Consultant supports the delivery of UN Womenโ€™s gender data and information management programmes by contributing to the design/development of data gathering tools where needed, developing program related infographics working with the communications specialist and contributing to analyzing results working with the M&E specialist, achieved on project implementation and supporting appropriate application of systems and procedures. The Consultant works in close collaboration with the programme, M&E, Communications Specialist and operations team and when appropriate with Women โ€“ CSOs ensuring a successful UN Women project implementation and strengthened inter-agency gendered technical support.

Description of Responsibilities /Scope of Work

Support the gendered analysis of the MSNA, Food Security, and other national inter-agency assessments that inform the yearly HNRP.

Data/information visualization of the MSNA, gender profile, GiHA WG relevant materials and documents. Contribute to provision of gender data technical expertise in the cluster/sectors and thematic working groups (national ย  and sub-national as needed). Provide capacity building on gendered information management and on engendering assessment tools including on the use of data collection tools. Actively participate and contribute to the IM Working Group and Rapid Needs Assessment Working Group, Needs Monitoring Working Group activities to ensure that gender is mainstreamed in the IM Work especially on data collection, use and analysis. When possible, safe and secure, participate in field-based needs assessments. In coordination with ICT officer, support the content management of the GiHA WG website in MIMU. Support the implementation of the GiHA WG annual workplan.ย 

Provide technical support to the implementation and management of the CRAFโ€™d project and other relevant humanitarian workย 

Support the coordination, implementation, monitoring and reporting on the results and indicators of the CRAFโ€™d project activities and other country office gender data related activities.ย  Participate in internal and external coordination meetings required for the implementation of the CRAFโ€™d project.ย  Support the development, coordination and implementation of the CRAFโ€™d capacity building plan for Women-CSOs in close coordination with the GiHA WG.ย  Work with communication specialists to develop gender data knowledge management / information products.ย  Provide technical assistance and capacity development support to project/programme partners on information management and gender data

Contribute technically to the development of programme strategies on gender data.ย 

Provide gendered data technical inputs to the design and formulation of programme/ project proposals and initiatives related to Gender in Humanitarian Action (GiHA). Provide inputs to the development of knowledge management products on Gender in Humanitarian Action.

Provide technical support to the country office inter-agency coordination related activities like the reporting of results using the IM templates 5Ws, organization of advocacy activities and campaign events.ย 

Contribute to building partnerships and resource mobilization strategies.

Provide technical inputs to GiHA inter-agency coordination to achieve coherence and alignment of UN Women programmes with other partners in the countryย 

Provide inputs to advocacy, knowledge building and communication efforts

Performs other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The consultant will be based in Yangon with fulltime office attendance at the UN Women office and occasional travel to the field for the purpose of participating in field-based needs assessments and conducting capacity building training for Women-CSOs in different parts of the country.ย

Functional Competencies:

Required Qualifications

Education and Certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/ womenโ€™s studies, information system, statistics, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 5 years of relevant work experience in data analysis in development/humanitarian work monitoring and evaluation, capacity building is required.ย  Experience working on gender analysis and gender data collection is an asset.ย  Strong background on research and data analysis in the areas of humanitarian and development is an asset. Experience working in project management in the field of development and humanitarian work is desirable. Experience working with UN agencies/INGOs particularly in gender work is desirable. Knowledge of and experience working in UN and humanitarian cluster system is desirable.

Languages:

Fluency in English and Myanmar is required. Knowledge of any other local language is an asset.
