Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Grounded in its mandate, UN Women Indonesia has prioritized Women, Peace and Security (WPS) as a key area under its Strategic Note (SN) 2021โ€“2025 and in alignment with the UN Sustainable Development Cooperation Framework (UNSDCF). Within this framework, UN Women Indonesia, with funding from the Kingdom of the Netherlands, has been implementing a multi-year project aimed at deepening and expanding women-led, community-based conflict prevention initiatives to promote social cohesion and resilience, particularly in regions vulnerable to radicalization and social conflict (hereafter referred to as โ€œthe Projectโ€).

The project directly contributes to UNSDCF Outcome 1: โ€œPeople living in Indonesia, especially those at risk of being left furthest behind, are empowered to fulfil their human development potential as members of a pluralistic, tolerant, inclusive, and just society, free of gender and all other forms of discrimination.โ€ The initiative builds upon the \"Peace Village\" model pioneered by UN Women and the Wahid Foundation since 2017 which centers womenโ€™s leadership as a driver of peace and employs womenโ€™s economic empowerment as an entry point to address community-based conflict and prevent and counter violent extremism (PCVE).

Spanning from 01 January 2023 to 31 December 2025, the Project operates at the intersection of grassroots peacebuilding and national policy implementation. More specifically, the proposed interventions will contribute to deepening and expanding the Peace Village initiative, with a focus on supporting women to achieve meaningful participation and leadership in conflict prevention, resolution, and recovery to promote social cohesion and sustainable peace.

The Project aims to contribute to the abovementioned SN 2021-2025/UNSDCF Outcome 1 by achieving the following outputs:

Women and women-led working groups (Pokja) are able to influence and benefit from local policy/decision-making processes for conflict prevention, resolution, and recovery; Local governments have increased capacity to develop and implement gender-responsive village action plans to enhance social cohesion, resilience, and peace; Communities have enhanced capacities to promote social cohesion, conflict prevention (including preventing violent extremism), and resilience; Youth (including young women and men) have skills to generate alternative narratives for the prevention of radicalization and violent extremism; and National institutions and systems have increased capacity to promote tolerance and discourage violent extremism among the children and relatives of those convicted or accused of terrorism offences;

Under the Project, UN Women works at the national level with the Coordinating Ministry for Human Development and Cultural Affairs (CMHDCA), the Ministry of Womenโ€™s Empowerment and Child Protection (MoWECP), and the National Counter Terrorismย 

Agency (BNPT) on the implementation, evaluation, and planning of the National Action Plan for Preventing and Countering Violent Extremism (RAN-PE) and the National Action Plan for Protection and Empowerment of Women and Children in Social Conflict (RAN P3AKS). At the subnational level, the Projectโ€™s scope covers West Java, Central Sulawesi, and West Nusa Tenggara where UN Women works with the Womenโ€™s Empowerment and Child Protection Agency, National Unity and Politics Agency (Kesbangpol), Community and Village Empowerment Service, and Regional Development Planning Agency at the provincial and city/district (Bima, Bogor, Depok, and Poso) levels to effectively localize the NAPs. At the community level, 10 villages in Bima and Poso are supported to implement the Peace Village model and institutionalize mechanisms that support the active engagement and meaningful participation of women and youth in peacebuilding and village decision-making.ย 

Throughout all levels of engagement, UN Women collaborates with two responsible partners: the Wahid Foundation, which leads the implementation of the Peace Village model, promotes gender-responsive PCVE solutions, supports local action plans, and empowers women and youth in peacebuilding; and AMAN Indonesia, which focuses on strengthening the capacity of national and local policymakers to develop, implement, and evaluate gender-responsive action plans that advance the WPS agenda.

Throughout these engagements, UN Women integrates a strong focus on gender equality, youth engagement, and social norm change, including the engagement of men and boys in peacebuilding efforts. With its unique combination of policy engagement and grassroots mobilization, this initiative contributes to operationalizing Indonesiaโ€™s WPS and PCVE commitments and is seen as a model for inclusive and sustainable peacebuilding in the region.

Objectives of the Assignment

As the project approaches completion, UN Women seeks to engage a National Consultant for Documentation and Knowledge Management to lead a participatory documentation process that captures key insights, lessons learned, and experiences from the implementation of the Project. This consultancy does not constitute an evaluation, but rather aims to generate practical, forward-looking knowledge products that will inform the final project evaluation and contribute to the design of future WPS programming in Indonesia.ย 

The primary objective is to document enabling and hindering factors, lessons learned, and good practices from key interventions at the community, subnational, and national levels, with a particular focus on community-level efforts. This includes, but is not limited to, documenting the adoption of the Peace Village model in 10 communities, as well as other strategic interventions such as policy localization processes and partnership, the empowerment of women and youth through economic initiatives as well as developing and strengthening community-based groupsย , and other innovative peacebuilding approaches. The documentation process will highlight both results and implementation processes, and will center the voices and perspectives of beneficiaries โ€“ particularly women โ€“ in line with human rights-based and Leave No One Behind (LNOB) principles.

Description of Responsibilities

Under the supervision of UN Womenโ€™s WPS Programme Analyst, and in close consultation with the relevant project team and implementing partners, the consultant will be responsible for the following tasks:

Develop a Documentation Plan Prepare an inception report outlining the proposed documentation strategy, methodology, timeline, and tools. Finalize the approach and case study selection in coordination with UN Women, ensuring thematic and geographic balance. Coordinate with implementing partners and key stakeholders to support the implementation of the documentation plan. Facilitate Community Reflection Sessions Organize and facilitate at least 2 participatory reflection sessions with project beneficiaries and community members in at least 2 communities (1 in Bima and 1 in Poso) to collect insights and build local storytelling capacity. Ensure representation of women, youth, and marginalized groups. Methodology for these sessions will be finalized in consultation with UN Women. Collect qualitative insights and build local capacity for reflective storytelling and knowledge sharing. Document Case Studies Conduct desk research and review of relevant project documents, reports, monitoring data, and knowledge products to support case study development. Complement qualitative insights with available quantitative data, where relevant, to provide a more holistic analysis. Conduct field visits (as feasible) and/or virtual consultations with stakeholders in Bima, Poso, and other project locations. Develop a total of 10 Peace Village case studies (approx. 2โ€“5 pages each), capturing lessons learned, enabling and hindering factors, good practices, and reflections, with particular focus on intervention on womenโ€™s economic empowerment (WEE), womenโ€™s participation in peacebuilding (WPP), and youth engagement where relevant and appropriate. In consultation with UN Women, identify and document 3โ€“5 additional case studies on selected interventions, ensuring diversity across community, subnational, and national levels. Synthesize key findings from all case studies into a concise summary document to support replication, adaptation, or future programming. Finalize Knowledge Products Revise and finalize all documentation based on feedback from UN Women and project partners. Ensure all products reflect gender, cultural, and contextual sensitivity, and uphold human rights-based and Leave No One Behind (LNOB) principles. Submit all finalized documents in both English and Bahasa Indonesia, along with relevant supporting materials (e.g., photographs, consent forms, transcripts, and reference documents, as applicable).

The Consultant is expected to be based in Indonesia, preferably based in Jakarta. The consultancy is primarily home-based, with in-person meetings at the UN Women Indonesia Office when critical. Travel to West Nusa Tenggara and Central Sulawesi is expected, including to observe the implementation of activities under the Project relevant for documentation.

Required Qualification

Education and Certification:

Experience:

Minimum 5 years of progressively responsible experience in research, documentation, knowledge management, communications, or similar roles in development, humanitarian, or peacebuilding contexts. Proven experience designing and implementing participatory documentation processes and producing case studies or knowledge products for diverse audiences. Demonstrated experience in facilitating community-level consultations or write-shops, particularly with women, youth, and marginalized groups. Demonstrated experience coordinating and liaising with stakeholders, including government agencies, CSOs, and community members at the national, subnational and community levels. Familiarity with the WPS agenda and/or Preventing and Countering Violent Extremism (PCVE) is highly desirable. Experience working with or in coordination with the UN system or other international organizations is an asset. Good understanding of the local development context in Indonesia, particularly in areas related to gender, peacebuilding, and community engagement.
