I. Background/Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย
The UN Women Brazil Country Office (CO) Strategic Note 2024-2027 (the UN Women โcountry programmeโ) outlines the strategic direction, approaches, partnerships, and results to achieve gender equality and womenโs empowerment, in line with human rights standards. It is focused on responding to UN Womenโs three core mandates:
Normative: to support inter-governmental bodies, such as the Commission on the Status of Women (CSW) and the General Assembly, in their formulation of policies, global standards, and norms. Operational: to help Member States to implement international standards and to forge effective partnerships with civil society; and Coordination: entails both promotion of the accountability of the United Nations system on gender equality and womenโs empowerment (GEWE), including regular monitoring of system-wide progress, and more broadly mobilizing and convening key stakeholders to ensure greater coherence and gender mainstreaming across the UN.The Strategic Note is proposed in alignment with national priorities established in the Brazilian Governmentโs Plano PluriAnual (PPA) 2024-2027; and with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 for Brazil.
The Strategic Note is also aligned with the UN Women Global Strategic Plan 2022-2025, focusing on three Outcome Areas:
Women lead, participate in, and benefit equally from governance systems Women have income security, decent work, and economic autonomy All women and girls live a life free from all forms of violenceThe Strategic Note is grounded in the standards, principles, and obligations of the Convention to Eliminate all forms of Discrimination Against Women (CEDAW), Beijing Declaration and Platform for Action, Concluding Observations of the Commission on the Status of Women, Security Council Resolutions on Women, Peace and Security, the Convention to Eliminate Racial Discrimination (CERD), the Durban Action Plan, and Agenda 2030 for Sustainable Development and the Human Rights Council Universal Periodic Review.
As part of the United Nations Country Team (UNCT), UN Women promotes strengthened coordination, commitment to accountability for gender equality and womenโs empowerment, including through tools such as the UNCT SWAP Gender Equality Scorecard and the UNCT Gender Equality Marker. The CO leads the Inter-Agency Thematic Group on Gender Race and Ethnicity.
The Monitoring, Evaluation and Knowledge Management Consultant will provide technical and advisory support to the Brazil Country Office colleagues in incorporating monitoring, evaluation, and knowledge management into the programme cycle.
The consultant will be reporting to the Deputy Representative and Head of Programmes and work in close collaboration with the Programme and Operations teams. The Project Assistant for the Organizational Efficiency and Effectiveness will be the point of contact on the overall issues related to the contract management and payment issues.
Description of Responsibilities /Scope of Work
1. Facilitate, contribute and ensure quality of programme planning:
Provide technical guidance, support, training, and facilitate bi-annual work planning process, and verify its completeness, accuracy and compliance of documents before submission for approval; Coordinate the CO inputs to the development of UNSDCF results framework, MEL (Monitoring, Evaluation and Learning) Plan and Joint Workplans (JWPs); Provide technical guidance, support and facilitate SN development; provide inputs and technical support on monitoring, evaluation and knowledge management to the SN; Provide technical guidance, support and coordinate the selection of DRF and OEEF indicators, and collection of baselines and targets.2. Provide guidance and technical support to programme formulation and implementation to ensure monitoring, evaluation, and knowledge management is incorporated in programme and project documents in compliance with UN Women Policies, Procedures and Guidance Frameworks (PPGF):
Provide technical guidance and support to the development of Results and Resources Frameworks (RRF), Performance Monitoring Frameworks (PMF), Monitoring and Evaluation Plans and Knowledge Management Plans, including monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes, in compliance with results-based management standards. Provide technical support to ensure quality of programme documents through review of results frameworks in order to meet SMART criteria; Compile and provide technical support to the incorporation of relevant inputs from evaluation findings, conclusions, and recommendations into programme formulation. Provide advisory support and guidance to coordination processes of annual work plan monitoring, reviews, and reporting. Provide technical support to partners in developing RRFs, PMFs, M&E systems and plans, and baseline, midline and endline surveys. Provide technical support and guidance on preparation of project/programme documents and clear package before submitting to ย Programme Appraisal Committees (PACs) and Peer Review Groups (PRGs) Convene or request Programme Appraisal Committees (PACs) meetings, act as Local PAC secretary and verify incorporation of feedback. Provide technical support to verify compliance, accuracy and completeness of donor agreements and Memoranda of Understanding (MoUs), and facilitate the clearance of non-standard agreements and MoUs; Liaise with Legal Office on donor agreements and MoUs; Provide technical support to verify compliance, accuracy and completeness of packages before submission for signature of delegated authority; Provide technical support and guidance on partner selection and small grants, technical support for the preparation of documents, participate in review and technical evaluation committees and Provide technical support to verify completeness, accuracy and compliance of partner documents before submission for approval; Provide technical support to Office Management to ensure Strategic Notes and Annual Work Plans are timely and accurately uploaded and updated in the Results Management System (RMS). Provide technical support to Office Management and work collaboratively with the Programme team to ensure that resources mobilization efforts are timely and accurately updated in LEADs and in the Donor Agreement Management System (DAMS). Provide technical support to Office Management to ensure that partner agreements, small grant agreements and partner reports are timely and accurately updated in Partner and Grants Agreement Management System (PGAMS).2. Provide technical support and inputs to the monitoring and tracking of results against country level targets and UN Women Strategic Plan, in accordance with UN Women Policies, Procedures and Guidance Frameworks (PPGF):
Provide advisory and technical support and work collaboratively with the Programme team to coordinate the process of data collection and analysis from field visits ensuring coordinated and standardized processes across programmes; Provide advisory and technical support for the elaboration of data collection tools; Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required; Provide technical support to month-end closure exercises, including monitoring of core and non-core expenditures and disbursements, highlighting key areas of concern and the required follow up actions in support of the CO Senior Management; Draft and monitor the CO Monitoring, Evaluation, and Research Plan.3. Facilitate and ensure quality of the reporting of results to internal and external audiences:
Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including quarterly and annual reports, donor reports, and UN reports; Provide advisory and technical support to ensure that Quarterly and Annual Reports are timely and accurately uploaded and updated in RMS; and donor reports are timely and accurately uploaded in DAMS; Provide advisory and technical support and guidance to coordinate and ensure quality of donor and programme reports (both narrative and financial), in compliance with results-based management standards, including clearance before submission to approval; Deliver results-based reporting capacity development training modules; Provide advisory and technical support to develop on programme management-related OEE results, indicators and activities; Identify relevant evaluation findings, conclusions, and recommendations and input them into donor and programme reporting; Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting, in compliance with results-based management standards; Provide advisory and technical support to coordinate reporting on UNSDCF JWP indicators and sub-outputs; Collect and maintain data for country, regional, and global corporate reports, mid-term reviews, and final evaluations.4. Provide advisory and technical support to the CO in the implementation of the UN Women Evaluation Policy:
Provide advisory and technical support to coordinate the implementation of UN Womenโs Evaluation Plan in the country office and provide guidance and training on evaluation to programme team; Draft/revise Terms of Reference (ToRs) for specific project/programme evaluations and participate in hiring of evaluation teams; Provide advisory and technical support to ensure quality of evaluation reports; Participate in evaluationsโ management groups; Provide advisory and technical support to manage Country Portfolio Evaluations; Ensure communication between the CO and RO regarding Evaluations; Provide and/or coordinate inputs to corporate and UNSDCF evaluations; Provide advisory and technical support to ensure quality of Management Responses and monitor implementation of its actions; Act as focal point in monitoring and evaluation working groups in the context of UNSDCF; Provide advisory and technical support and guidance to upload evaluation documents (plan, ToRs, reports, and management response) to the UN Women Global Accountability and Tracking of Evaluation Use (GATE) in a timely and accurate manner;5. Education and Certification:
Masterโs degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies, or another related field is required. A project/programme management certification (such as PMPยฎ, CAPMยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.Experiences:
At least seven years of relevant experience at the national or international level in monitoring, evaluation, and reporting of development projects/programmes.
