- Role and responsibilities
The purpose of the UDOC Program Officer is to support the implementation of the Urban Displacement & Out of Camp (UDOC) programme in northern Ukraine, including Chernihiv, Kyiv, and Sumy oblasts. The UDOC programme will be in a pilot phase during 2024 in northern Ukraine, and the position-holder will support in needs assessments, stakeholder engagement and relationship building, and roll-out of UDOC activities. UDOC activities are aimed at:
- Communication and information sharing with displaced populations and host communities
These mechanisms will be established through mobile outreach as part of a team of two staff.
The following is a brief description of the role.
Generic responsibilities
Ensure adherence to NRC policies, tools, handbooks, and guidelines Support in the roll-out of a needs assessment in target areas in north Ukraine, including border regions and other potentially insecure environments Develop strong working relationships with local authorities, civil society, NGOs and other key stakeholders, including representing NRC in meetings as appropriate Maintain up-to-date service mapping and referral pathways for individuals identified in need of assistance Ensure that projects target beneficiaries most in need of support, and explore and assess new and better ways to assist Promote and share ideas for improvement and necessary changes in the activities Manage and input to databases recording project information, beneficiary information, and necessary record-keeping Contribute to status reports as required by management, including timely reporting on programmatic and contextual issues Ensure proper data protection of sensitive information at field level, development and maintenance of databases, filing of documents in line with data protection protocols.Specific responsibilitiesย
Under the supervision of the UDOC Coordinator, support in community outreach activities and site support for humanitarian hubs, collective centers, and other community sites. Support in the development of multisectoral coordination meetings at local level Support in community engagement processes, including data collection, participatory needs assessments, and service mapping. Act as liaison between community groups including IDPs, returnees and host community members to support NRC CC programmes implementationย Assist the identification, registration and/or referrals of population based on identified needs to NRC CC and identified actors through the service mapping Carry out information and awareness sessions on various topics in coordination with local authorities, stakeholders and NRC programmes based on identified needs Deputise for UDOC Coordinator as necessary, including representation in meetings with communities, humanitarian actors, and local authorities.Competenciesย
