TRAFFIC International is a charity and limited company registered in the UK. TRAFFICโ€™s head office, based in Cambridge UK, provides worldwide leadership, coordination, cross-regional and corporate functions. TRAFFICโ€™s local engagement is managed through programme offices operating under the auspices of the UK charity, with staff based in a hub office and at other strategic locations where necessary. Programme offices operate within a geographic area of responsibility focused on one or multiple countries where TRAFFIC aims to help deliver priority programme outcomes. TRAFFIC works in strategic alliance with IUCN and WWF on wildlife trade issues.

PROJECT BACKGROUND

TWIX (Trade in Wildlife Information eXchange) is an online tool developed to facilitate information exchange and international co-operation between wildlife law enforcement and management officials in a given region. There are currently four TWIXes in operation: EU-TWIX in Europe; AFRICA-TWIX in Central Africa; SADC-TWIX in Southern Africa; and Eastern Africa-TWIX in East Africa. A fifth TWIX in Western Africa is due to be launched in 2024. As the global scope and coverage of the TWIX platforms continues to expand, the need for a co-ordinated approach is necessary to ensure efficient use of project resources, as well as aligning closely to regional stakeholder strategies and priorities. Under TRAFFICโ€™s 2030 Strategy (https://www.traffic.org/about-us/our-strategy/ ), effective implementation of TWIX contributes to strategic priorities of โ€˜improving effectiveness of national policies and regulationsโ€™ and โ€˜strengthening global policy frameworksโ€™. TRAFFICโ€™s objective of sharpening our global leadership in data collection, use and access specifically recognises the role of TWIX as a key tool.

JOB DESCRIPTION CHARACTERISTIC DUTIES

The TWIX Co-ordinator will be responsible for co-ordinating the implementation and further development of TWIX, with a specific focus on improving the uptake and functioning of the operational African TWIX platforms. The co-ordinator will work to support regional TWIX project staff through the co-ordination of activities across TWIXes and support to individual TWIXes as needed.

This role will strengthen TWIX outcomes and ensure that TWIX continues to evolve to meet stakeholder needs.

SPECIFIC DUTIES

โ€ข Liaise with partner states, inter-governmental organisations, the regional secretariats of zones covered by TWIX, and other stakeholders to advocate the use of TWIX and ensure alignments with national and regional priorities;
โ€ข Represent TWIX interests in relevant international fora (e.g. SADC or COMIFAC Secretariat meetings, annual meetings of the World Customs Organisation Regional Intelligence Liaison Offices, amongst others);
โ€ข Engage other TRAFFIC staff (including project staff, e.g. INL project managers, and members of the Extended Leadership Team) on TWIX and the co-ordination of TWIX platforms;
โ€ข Provide strong input into the evolution of the TWIX โ€˜visionโ€™;
โ€ข Co-ordinate the maintenance and further development of the technical TWIX components (websites, mailing lists, apps);
โ€ข Oversee the execution of monitoring and evaluation activities for African TWIX platforms, e.g. Benefits and Barriers analyses;
โ€ข Support further development of TWIXes outside of the African region as needed;
โ€ข Support TWIX Project staff in seeking national-level support for the TWIX systems in all participating countries;
โ€ข Support fundraising for ongoing TWIX implementation
โ€ข Support and/or implement other Africa-related projects as agreed with the Line Manager;
โ€ข Support the onboarding of new TRAFFIC staff, as it relates to TWIX (i.e. technical training for TWIX project staff and sensitization for non-TWIX staff);
โ€ข Convene, facilitate and/or chair meetings and workshops, and consolidate relationships with project collaborators;
โ€ข Facilitate monthly Inter-TWIX calls and annual internal TWIX meetings to promote co-ordination and synergy across TWIX platforms;
โ€ข Undertake international travel as required; and
โ€ข Perform other related duties as required by the Line Manager.

REQUIREMENTS โ€ข REQUIREMENTS / EXPECTATIONS OF THE ROLE

โ€ข A university degree or equivalent experience in a relevant discipline demonstrating an understanding of the subject area;
โ€ข A minimum of five years of progressively responsible professional experience working in wildlife policy, conservation or law enforcement, with government, an international non-governmental organization (NGO), inter-governmental organization (IGO), or research institution;
โ€ข Strong communication and networking skills, with demonstrable dialogue advocacy experience and ability to work with sensitivity in different cultural contexts;
โ€ข Experience working with government officials, including those representing law enforcement agencies;
โ€ข Strong analytical skills, and an ability to articulate complex issues clearly;
โ€ข Wildlife conservation experience in an African context;
โ€ข Experience with the preparation of donor reports and budgets;
โ€ข Fluency and excellent writing skills in English essential, with competency in French and /or Portuguese an advantage;
โ€ข Willingness and ability to travel widely and frequently and to work under pressure;
โ€ข Ability to contribute to IT developments by translating complex stakeholder needs into IT discussions;
โ€ข Familiarity with relational databases, and data interfaces is desirable
โ€ข Ability to work collaboratively with colleagues, external stakeholders and government partners; and
