Org. Setting and ReportingThis position is located in the Transport Section of the United Nations Mission in South Sudan (UNMISS) in Bor, which is classified as \"E\" category and a non-family duty station. The Transport Assistant will report administratively to the Field Administrative Officer and technically to the Chief Transport Officer. ResponsibilitiesWithin delegated authority, the Transport Assistant will carry out the following duties: 1. Fleet Vehicle Inventory duties: โ€ข Monitors distribution of non-expendable transport assets. โ€ข Ensures that bi-annual physical inventory of non-expendable transport assets is conducted in accordance with the established procedures and deadlines. โ€ข Ensures that records are maintained for non-expendable transport assets, including records in fleet management databases. โ€ข Prepares Business Object Reports. โ€ข Coordinates the Mission Vehicle Establishment Committee (VEC) meetings for the requirement of the Field Office (FO). โ€ข Implements the Vehicle Replacement Policy. โ€ข Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines. โ€ข Provides technical expertise on Contingent Own Equipment (COE) and safety inspections. โ€ข Provides inputs for statistical report on transport fleet utilization and composition. โ€ข Participates in the technical evaluations of bids received from vendors through the Procurement Section. โ€ข Ensures that transportation equipment is returned in good working order on check-out by the outgoing personnel. โ€ข Ensures that monthly trip tickets and Electronic Vehicle Monitoring System (EVMS) statistics of the mission vehicle fleet are processed in accordance with the established procedures and guidelines. 2. Transport Technical duties: โ€ข Responsible for the maintenance and repair of the mission's UNOE Fleet of Heavy Vehicles and Armored Vehicles (AV). โ€ข Provide technical support to the team of mechanics with regards to Heavy Vehicles and AV. โ€ข Supervises a Team of technical Personnel. โ€ข Ensures sufficient stock of spare parts are available on stock and issues required items to workshop mechanics. โ€ข Conducts regular inventory checks of the Transport Warehouse stocks in designated FO. โ€ข Monitors spare parts usage reports, service orders etc. โ€ข Determines generic technical specifications for Heavy Vehicles and AVs., estimates quantity (number of units), drafts proposals for requisitions for spare parts, tools and equipment. โ€ข Conducts planning and monitors implementation of decisions related to the Heavy Vehicles and AVs. 3. Transport Dispatch duties: โ€ข Ensures the routine transportation requirements are identified within the area of responsibility. โ€ข Analyses transportation requests and supervises route planning and reconnaissance. โ€ข Establishes service timetables and driver rosters. โ€ข Prepares and disseminates information regarding transport services and transport facilities available to customers. โ€ข Ensures maximum utilization and effective use of vehicle and driver resources (Heavy vehicles and AVs). โ€ข Directly coordinate proper information regarding the use of Heavy Vehicle and AVs โ€ข Ensures the provision of Heavy vehicles and AVs for operational effectiveness. โ€ข Ensures the provision of ad-hoc transportation services to meet all requirements including staff and equipment movement for operational duty purposes. โ€ข Provides transportation briefings to incoming personnel at the check-in. โ€ข Ensures that the mechanical conditions of all vehicles and daily maintenance of the shuttle buses are performed. โ€ข Monitors the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service. โ€ข Monitors monthly mileage and fuel consumption reports for UN-owned vehicles and confirms the return of the individually assigned vehicles upon departure of staff from the service. โ€ข Ensures that databases to monitor the Mission personnel in the designated FO in possession of UN driving permits are maintained. โ€ข Ensures that driving test assessments are conducted for UN personnel. 4. Transport Driver Testing / Damage Discrepancy Reporting duties: โ€ข Maintains databases to monitor the mission personnel in possession of the UN driving permits. โ€ข Delegate driving test assessments for the FO staff members. โ€ข Prepares Damage Discrepancy Reports and liaise with Investigation Unit. 5. Budgeting, Finance and other activities: โ€ข Participates in the development of the Transport Unitโ€™s annual budget proposals for the FO requirements. โ€ข Participates in Technical Evaluation process and ensure compliance with Procurement SOPโ€™s and manuals including adequate certification requirements. โ€ข Review bid responses and conduct operational and technical evaluation and analysis of the bids to ensure that offers meet technical requirements and operational needs of the FO. โ€ข Participates in requisition process and gross demand planning for the FO requirements within the deadlines. โ€ข Participates in the training activities to enhance the capacity of international and national FO staff members. โ€ข Performs other related duties as required. Work ExperienceA minimum of eight (8) years of progressive responsible experience in motor vehicle transport operations covering fleet operations, maintenance and management at the United Nations or a similar International Organization is required. Experience in international operations in a post conflict environment is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
