      Introduction

      The position will be funded under the Development Cooperation project โ€œWorkplace Compliance through Labour Inspection Guidance and Social Dialogue (WPC)โ€. The project is funded by the EU and linked to CPO TUR 158 (Outcome 1 -Strong Tripartite Constituents and Influential and Inclusive Social Dialogue and Outcome 7- Adequate and Effective Protection for All).

      The overall objective of the project is to contribute to the creation of a more decent work environment for all women and men in Tรผrkiye. For reaching this intended aim, the project proposes to i) improve the institutional capacity of Directorate of Guidance and Inspection (DoGI) of the Ministry of Labour and Social Security (MoLSS) and the social partners to increase workplace compliance and b) improve the workplace compliance through strengthening guidance services and awareness raising on decent work.

      Directorate of Guidance and Inspection and social partners are among the target groups of the project. The ILO will be operationally and technically responsible for the referred project which will be implemented and managed by the ILO. Directorate of Guidance and Inspection is the Beneficiary of the project.

      The Training and Social Dialogue Officerโ€™s overall responsibility is implementation of capacity building, training and social dialogue related activities of the project.

      2. Reporting lines:

      The Training and Social Dialogue Officer will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Tรผrkiye.

      Description of Duties

      1. Ensure that the project activities regarding the implementation of capacity building, training, and social dialogue related activities of the project are implemented in a timely manner with delivering the expected outputs and results.
      2. Provide specialized knowledge in training, including digital training programmes, curriculum development and implementation as well as policy advice as necessary throughout the design and implementation of the related project activities.
      3. Responsible for ensuring mainstreaming gender equality into all project activities.
      4. Coordinate and provide input for training needs analysis. Based on identified training needs, support the design and implementation of capacity building activities/trainings in collaboration with Governance and Compliance Officer.
      5. Supervise training consultants for efficient and timely delivery of referred activities.Be responsible for designing and implementation of social dialogue related events.
      6. Review and analyse the countryโ€™s specific development plans and priorities, reports and other relevant information on labour inspection, labour law, workplace compliance and social policy.
      7. Monitor all of the output-based results and prepare related reports on these results for required internal and external processes. Flag on bottlenecks and advise on necessary actions to cross the bottlenecks.
      8. Contribute to the communication activities.
      9. Prepare briefs, background information, periodical reports on project activities and labour inspection, labour law, workplace compliance and social policy.
      10. Work in close collaboration and coordination with social partners, civil society organizations, local authorities and project stakeholders to facilitate the implementation of the activities.
      11. Responsible of establishment of necessary network and collaboration with government institutions, workersโ€™ and employersโ€™ organisations and relevant CSOs.
      12. Liaise with relevant technical departments at ILO HQ and ensure their involvement and technical support to the project activities
      13. Undertake regular missions related to project and conduct regular meetings with stakeholders and beneficiaries, as deemed necessary.
      14. Perform other duties as may be assigned by the Senior Project Coordinator and the Director of ILO Office for Tรผrkiye.

      Required qualifications

      Education

      - First level of university degree (bachelorโ€™s or equivalent) in a Social Sciences, Economics, Business Administration, or relevant fields

      Experience

      - At least two years of professional experience at the national level in the fields of social policy, social dialogue and training
      - Three years of professional experience in programme and/or project planning, monitoring, implementation and evaluation activities
      - Knowledge of international labour standards
      - Knowledge of Tรผrkiyeโ€™s labour inspection system is an asset
      - Experience in working with government institutions and social partners will be an asset.

      Languages

      - Excellent command of English and Turkish both oral and written.
