ABOUT THE ROLE
The Transparency International Secretariat is currently seeking a Thematic Specialist, Corrupt Money Flowsย (m/f/d) to conduct and coordinate research to support TIโs strategic priority of combatting corrupt money flows. In particular, ย the Thematic Specialist will more specifically contribute to two projects contributing to advance this agenda.
First, the โStrengthened Enforcement Capacities of Public Authoritiesโ (STEP EU) project, funded by the European Commission Directorate-General for Migration and Home Affairs (DG HOME) Internal Security Fund, aim at consolidating a comprehensive data landscape for the prevention and early detection of corruption and other financial crimes, at strengthening ย EU Member Statesโ capacity to detect, investigate and prosecute cross-border corruption and at enhancing the cooperation between competent authorities at a national and regional level. It will be co-implemented with TI chapters in nine European countries as well as TI EU: France, Ireland, Italy, Germany, Latvia, Lithuania, Portugal, Slovenia and Spain.
The second project, โRegion-Wide Support to the EU Southern Neighbourhood to Improve Anti-Corruption Policy and Operational Outcomesย โ is funded by the United Nation Interregional Crime and Justice Research Institute (UNICRI) and ย focuses on asset recovery in the Southern Neighbourhood with activities aimed at, for example, strengthening the reporting, investigation and prosecution of acts of corruption and facilitating the establishing or strengthening of effective asset recovery mechanisms in the EU Southern Neighbourhood countries. ย
The role requires a highly motivated researcher with expertise in governance, anti-corruption, anti-money laundering and illicit financial flows to conduct and coordinate research activities on cross-border corruption, asset recovery and illicit financial flows, provide technical advice and support the development of policy recommendations and the dissemination of findings in relevant for a to meet the objectives of the STEP EU and UNICRI projects. The Thematic Specialist will also support the establishment of dialogue spaces within the TI Movement and with relevant partners to exchange knowledge, solutions and good practices related to anti-corruption, illicit financial flows,ย asset recovery and their connection with inequality reduction.
The position is currently estimated to start in January 2024 for two years.
IMPORTANT: This project proposal has been invited for grant preparation, so is in pre-approval stage with the donor. The confirmed funding and actual start date for this role is therefore still subject to final, formal contracting. ย
OVERVIEW OF KEY DIMENSIONS
Role Purpose: The Thematic Specialist will conduct and coordinate research activities on cross-border corruption and illicit financial flows, provide technical assistance, ย support the development of policy recommendations and the dissemination of ย findings in strategic forums to meet the objectives of the STEP EU and UICRI projects.

Salary Band:ย salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting EUR 42,000.00 gross per year depending on relevant experience

MAIN ACCOUNTABILITIES OF THE ROLE
Based in the Research and Knowledge Team and in close collaboration with the Policy and Advocacy team, the Thematic Specialist, Corrupt Money Flows will:
- ย ย ย ย Provide thematic support to chapters involved in activities to generate evidence on cross-border corruption, illicit financial flows and asset recovery in the targeted countries.
- ย ย ย ย Contribute to the development of knowledge materials, tools and methodologies to meet the objectives of the projects, including producing briefs and on-demand research and policy support to local CSOs related to cross-border corruption, illicit financial flows, asset recovery, etc.
- ย ย ย ย Undertake and coordinate cross-country research as needed and develop knowledge materials, including providing quality control of the research outputs of both projects.
- ย ย ย ย Support the development of policy positions on issues related to cross-border corruption and corrupt money flows.
- ย ย ย ย Write blogs and produce evidence needed for advocacy and communication campaigns
- ย ย ย ย Support advocacy targeting strategic forums such as G20, FATF, OECD and the UN.
- ย ย ย ย Establish and / or nurture spaces for exchange and dialogues within the TI Movement and with external partners on issues related to cross-border corruption, asset recovery and illicit financial flows.
- ย ย ย ย Generate ideas, develop concept notes/proposals, and activities that are aligned with organisational priorities.
- ย ย ย ย ย Contribute to day-to-day work implementation, including work planning, budget management, monitoring, and
reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and
procedures - ย ย ย ย Stay abreast of developments relating to the area of work and be available to respond to on-demand internal and
external stakeholder needs - ย ย ย ย ย Represent the organisation at relevant fora within area of expertise as needed; build relationships and form alliances with external counterparts, communities of practice and stakeholders
- ย ย ย ย Contribute to the overall work of the Dirty Money strategic objective.
- ย ย ย ย Contribute to the overall functioning of the Research and Knowledge team by providing proactive and ad hoc support where necessary.

CANDIDATE PROFILE
In order to succeed in this role, candidates will need to meet the following:
- ย ย ย ย ย University degree or equivalent in a relevant field of the social sciences, such as political science, sociology, economics, public
administration or a related field, with an academic emphasis on research - ย ย ย ย 5+ years of relevant professional experience, preferably with an International NGO or International Organisation
- ย ย ย ย Strong knowledge and experience in research design, development of tools and methodologies
- ย ย ย ย Substantive experience in research coordination in a multi-country/international setting
- ย ย ย ย Exposure to policy development and advocacy
- ย ย ย ย Extensive knowledge and expertise of anti-corruption, good governance and development fields required, preferably with a focus on illicit financial flows, asset recovery and/or anti-money laundering a strong advantage
- ย ย ย ย Demonstrated project management skills with strong organisational skills and the ability to successfully manage priorities in a dynamic and fast paced environment
- ย ย ย ย Demonstrated ability to work under pressure and delivering to tight timelines.
- ย ย ย ย Solid writing, editing and communication skills
- ย ย ย ย Ability to work in a team as well as independently, particularly at distance communication
