THE NUCLEAR ENERGY AGENCY
The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Coโoperation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international coโoperation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.
Job Description
The NEA is seeking an experienced IT Systems Manager to oversee the Agencyโs technology infrastructure and IT operations. This strategic leadership role ensures that IT services align with the NEAโs objectives, supporting efficiency, security, and digital transformation. The successful candidate will work under the supervision of the Deputy Director-General for Management and Planning. The successful candidate will be responsible for managing IT systems, leading technology initiatives, and ensuring the effective operation of enterprise applications, cloud services, and network infrastructure. They will work closely with internal stakeholders, including all NEA Divisions, and where necessary with OECD colleagues to deliver high-quality IT solutions that meet the evolving needs of the Agency
Main Responsibilities
IT Strategy and Governance
Develop and implement the IT strategy to align with NEA business objectives. Ensure technology governance, security, and compliance with OECD policies and industry best practices. Monitor and enhance cybersecurity measures to protect the IT infrastructure and data of the NEA and its Data Bank. Define IT policies, procedures, and standards, ensuring they are communicated and adhered to across the organisation.Infrastructure and Operations Management
Oversee the operation, maintenance, and development of NEAโs IT infrastructure, including cloud platforms, on-premises systems, and enterprise applications. Ensure the availability, performance, and security of IT services, including network connectivity, storage, and collaboration tools. Manage vendor relationships, ensuring optimal service levels for outsourced IT services and cloud solutions. Lead business continuity and disaster recovery planning, ensuring robust backup and contingency measures.Team Leadership and Collaboration
Manage and mentor the IT team, fostering a culture of innovation, collaboration, and professional growth. Work closely with NEA Heads of Division and Office to align the NEA IT strategy with broader organisational initiatives. Collaborate with internal stakeholders to identify and implement digital transformation opportunities.Project and Budget Management
Plan and oversee IT projects, ensuring they are delivered on time and within budget. Develop and manage the IT budget, optimising resource allocation to meet organisational needs. Provide regular reporting on IT performance, project progress, and strategic initiatives to senior management.Innovation and Continuous Improvement
Stay up to date with emerging technology trends to drive continuous improvement and innovation. Identify and implement automation and efficiency improvements in IT operations. Promote user training and adoption of new digital tools to enhance productivity.Other

Ideal Candidate Profile
Academic Background
A university degree in computer science, information systems, engineering, or a related field.Professional Background
At least eight years of experience in IT infrastructure, systems management, and/or IT leadership roles. Proven experience managing enterprise IT operations, including cloud platforms, cybersecurity, and digital workplace solutions. Strong expertise in Microsoft 365, Azure, network security, and enterprise applications. Experience in IT governance, compliance, and risk management, with experience drafting and implementing policy frameworks. Knowledge of IT service management (ITSM), DevOps, and Agile development methodologies. Proven experience in change management with a focus on cloud/hybrid transitions. Experience working in an international or public-sector environment is an asset.Tools
Proven expertise in the deployment of business solutions on cloud platforms such as Microsoft Azure, AWS, and/or Google Cloud, with experience in virutalisation, containerisation, backup and orchestration solutions. Strong familiarity with enterprise applications used at the NEA including Microsoft 365, SharePoint Online and Teams. Cybersecurity certifications such as CISSP, CISM, or equivalent experient would be an advantage. Familiarity with cybersecurity frameworks such as ISO 27001 and data protection regulation compliance such as GDPR. Project Management experience and framworks such as Prince2, PMP and/or Agile methodologies, or other equivalent experience would be an advantage.
