Within UNEP, the Law Division works with international and non- governmental organizations, national and local governments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. UNEPโ€™s OzonActionโ€™s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fundโ€™s Executive Committee. At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant and high- quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. The ExCom approved funding to conduct the verification of national HCFC consumption for Dominica and HCFC Phaseout for Antigua and Barbuda. For this purpose, UNEP will engage an independent consultant to conduct verification of actual consumption of Annex C, Group I chemicals (HCFCs) and to prepare the verification report considering various rules/guidance of the ExCom. UNEP will also require the support of a consultant to prepare the project proposal for phaseout of HCFCs in Antigua and Barbuda. Specific tasks and responsibilities Related to verification reports: 1.Preparation of the work plan for preparing the verification report, endorsed by the Country and UNEP. 2.Preparation of the Draft Verification report on the implementation of the HCFC phase-out management plan Dominica (DMI). The verification of national consumption targets for the multi-year agreements are to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII) and based on requirements in ANNEX 1 of this ToR. 3.Preparation of the Final Verification report on the implementation of the HCFC phase-out management plan Dominica (DMI) incorporating comments from country and UNEP. 4.Technical assistance in the reviewing verification report for ExCom-95. The verification of national consumption targets for the multi-year agreements are to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII). Related to activities to phaseout HCFCs: 1.Preparation of the workplan for developing the project proposal for phase out of HCFC for Antigua and Barbuda in consultation with the Government. 2.Preparation of the draft proposal for the phaseout of HCFCs through a national consultative process, incorporating the priorities of the Government and comments and feedback from UNEP 3.Preparation of the proposal for the phaseout of HCFCs incorporating final comments from the Country and UNEP 4.Technical assistance in reviewing the phaseout proposal based on comments received from ExCom-95 Qualifications/special skillsACADEMIC: Masterโ€™s degree: Environmental Science / Environmental Policy/ Engineering or similar. Required Other academic qualifications, in combination with the qualifying five years of working experience in a related field may be accepted in lieu of the masterโ€™s degree. Required WORK EXPERIENCE: A minimum of five years of progressively responsible experience in the fields of environment, engineering, technology, chemistry, or a related field is required. This experience should demonstrate a strong understanding of relevant areas and expertise on the subject matter. Required Minimum 7 years of work experience in relation to the Montreal Protocol. Required Experience working in or with developing countries, particularly in the Caribbean Region, demostrating a deep understanding of the specific challenges and context associated with this region is desirable. Required SPECIAL KNOWLEDGE AND SKILLS: Good understanding of, or direct experience with, the operational capabilities, limitations and needs of National Ozone Units in developing countries. Required An expert with policy and technical expertise related to the implementation of the Montreal Protocol in developing countries. Required Thorough knowledge of Montreal Protocol institutions, policies, and procedures. Required Familiarity with Required the control measures under the Montreal Protocol and Multilateral Fund policies and procedures. Good understanding of national obligations arising from the Kigali Amendment under Montreal Protocol. Required Good understanding of Executive Committee decisions regarding HPMPs, enabling activities and other technical assistance projects funded by Multilateral Fund. Required Experience in writing and reviewing technical project proposals. Required Excellent written communication skills in English. Required Minimum of 5 years of progressively responsible experience in the fields of environment, engineering, technology, chemistry, or a related field is required. This experience should demonstrate a strong understanding of relevant areas and expertise on the subject matter. Minimum of 7 years of work experience in relation to the Montreal Protocol LanguagesEnglish and Spanish are among the working languages of the United Nations Secretariat.
