Context
Under the overall supervision of the Chief, Humanitarian Operations Division, and the direct supervision of the Shelter and Settlements Specialist, the Technical Specialist (Housing, land and Property (HLP)) will be responsible for providing technical support to IOMโs global shelter and settlement unit at HQ and Country Offices, and oversight for HLP interventions ensuring the application of approaches that are rights-based, responsive to community needs and contribute to overall development objectives, improving the lives of communities affected by crises. The incumbent will manage the IOM HLP practice area with multiple internal and external stakeholders, overseeing the collaborative development of a strategic vision for the area.ย
The Technical Specialist (Housing Land and Property) will allocate a minimum of 50% of their time to act as the HLP Focal Point to the Global Shelter Cluster, and, in this capacity, engage with the Global HLP Area of Responsibility (HLP AoR), and provide support to country-level clustersโ HLP and shelter actors.
In close coordination with the relevant headquarters structures, lead and manage priority initiatives to strengthenย IOMโs Housing, Land, and Property (HLP) portfolio and strengthened strategic partnerships with humanitarian, development, private sector stakeholders.In close coordination with relevant IOM offices and headquarter structures, co-chair the internal HLP practice area working group. Continuously assess IOMโs capacity needs and provide technical expertise to IOM Country Offices and partners to strengthen security of tenure integration into operations.Provide guidance to IOM operations on the design and implementation of HLP related interventions across the program cycle and provide technical endorsement for related proposals.Represent IOM in high-level global forums, including the Global HLP AoR, inter-agency working groups, and strategic partnerships with UN agencies, academia, the private sector, and other entities.Engage with donors and partners to develop and promote innovative solutions for strengthening security of tenure in contexts of displacement, returns and resettlement,ย particularly in contexts with weak land administration systems.Undertake research and facilitate partnerships with external actors to advance policy development, and innovative solutions for addressing HLP challenges, particularly around tenure security and displacement solutions.Integrate cross-cutting issues, such as Gender-Based Violence (GBV), Accountability to Affected Populations (AAP), and environmental concerns, into Shelter and Settlements programming and HLP components.On behalf of IOM, serve as the HLP Focal Point of the Global Shelter Cluster (GSC)ย and provide technical expertise and build capacity of country clusters, in coordination with the HLP Area of Responsibility (AoR) of the protection cluster and other relevant cluster stakeholders.Undertake duty travel as required.Perform such other duties that may be assigned.Education
Masterโs degree in human rights, law, political science or public administration with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience
Minimum five years of professional experience working on land and property policy development, land tenure legislation, land titling and registration initiatives, including post-conflict/post-disaster land tenure issues;Proven experience in land and property rights, claims recordation, and tenure security initiatives, particularly in humanitarian or post-crisis contexts;Experience working with international organizations, government agencies, or non-governmental organizations (NGOs) in land and property rights, preferably in contexts of displacement and shelter and settlements programs; and,Practical experience of multi-tasking, prioritizing, evaluating and planning work independently.Skills

For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
