Advising decentralization roll-out strategy
- Support the strategic roll-out of localized governance and decentralization in collaboration with the Ministry of Local Government and Community Affairs (MLGCA) and Fiscal Decentralization Division (FDD), including strengthening statutory guidelines on Chiefdom Development Committee (CDC) governance, ensuring alignment with prevailing customary law.
- With the Ministry of Lands, develop Standard Operation Procedures and statutory guidelines to harmonize the formulation of Chiefdom Development and Land Use Plans, and coordinate roll-out with the District Councils.
- Develop guidelines to effectively manage the NN-Facility, and work in close consultation with district councils and the Project Steering Committee to appraise and approve proposals received from CDCs.
- Oversee the transformation of customary institutions, by strengthening inter-linkages with sub-national government, specifically the Ministries of Agriculture and Food Security, Environment and Climate Change and Forestry Division, for quality service delivery.
- Facilitate policy dialogue through coordinating a Multi-Stakeholder Government Body which is briefed on the environmental status of targeted key landscapes, and tasked with troubleshooting any existential challenges faced, based on evidence, Learning, and Environmental Accountability.
Technical backstop sub-national government to plan and implement programmes
- In collaboration with respective District Councils, provide technical expertise to guide participatory 360ยฐ assessments of CDCs using culturally sensitive processes, and create tailored capacity strengthening plans.
- In collaboration with the MLGCA and respective District Councils, train and technically backstop CDCs to design, implement and report on multi-year and multi-sectoral programmes.
- Develop training modules and train sub-national government staff in localization, environmental governance, participatory planning and monitoring and reporting.
Project Coordination
- Advise on risk management and mitigation through conducting regular technical oversight missions to review the status of project implementation, ensuring alignment to EU compliance requirements.
- In close partnership with MLGRD, FDD and respective district councils, ensure effective management of the NN-F, including the timely review of received applications at sub-national level, prior to final appraisal and grant award processes.
- Coordinate partnerships with NGOs Cooperating Partners specializing in conservation and ensure that activities are aligned with the EU regional Nature Africa programme
