Job description

GIZ International Services is shortlisted for the EU-funded tender: Technical Assistance in „ Support Measures for Regional and Multi-Country Programmes in Sub-Saharan Africa”.

The overall objective is to support an efficient and effective implementation and management of the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP). This contract will provide technical services to DG INTPA unit A.02 to manage and deliver on the Technical Assistance Component (including evaluations) of the Support Measures of the SSA MIP.

Your tasks

Key experts have a crucial role in implementing the contract. Altogether, the team, including the non-key experts, shall have complementary experience and expertise about all the priority areas (and respective components) covered by the SSA MIP to be able to deliver high level services to DG INTPA units, EUDs and potentially other key stakeholder in Sub-Saharan Africa.

Your profile

Qualifications and skills

A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline; Demonstrated excellent communications and negotiating skills; Excellent writing and oral presentation skills in English; Excellent leadership skills and proven successful experience in project coordination and team management; Experience in establishing good working relationships with a wide range of stakeholders at national and/or global levels. Experience related to Sub-Saharan Africa is an advantage; Coordination skills, such as ability to provide guidance and build a connected and informed team able to address all matters related to planning, delivery and sustainability of the services; Expertise in project management (including coordination, planning, note-taking and reporting, liaising with experts and stakeholder groups, drafting ToRs for the provision of short-term technical expertise and organising the selection of experts, assisting the experts in the organisation of events); Experience and knowledge of the financial and administrative requirements of EU contracts. The team of key experts, as a whole, is required to have working knowledge of French.

General professional experience

At least 10 years of professional experience, covering identification, formulation, implementation, monitoring and evaluation of policies, programmes and projects in areas related to the SSA MIP priority areas or its components; At least 5 years’ experience in strategic coordination related to the above professional skills

Specific professional experience

Demonstrable expertise in leading technical teams and programmes, and ensuring coherence with international partners and initiatives; Experience and knowledge of EU development policy, cooperation programmes and procedures.

Location information

The key experts will be based in Europe and shall be available for at least four in-person meetings a year within the facilities of DG INTPA in Brussels. All key experts may be deployed, at short notice in any country of Sub-Saharan Africa, or any other part of the world if it is deemed necessary for the achievement of the contract objectives and purposes

Start date & period of implementation

The intended start date is September 2025 and the period of implementation of the contract will be 48 months from this date (for a minimum of 960 days).
