Job description

GIZ International Services is shortlisted for the EU-funded tender: Technical Assistance in „ Support Measures for Regional and Multi-Country Programmes in Sub-Saharan Africa”.

The overall objective is to support an efficient and effective implementation and management of the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP). This contract will provide technical services to DG INTPA unit A.02 to manage and deliver on the Technical Assistance Component (including evaluations) of the Support Measures of the SSA MIP.

Your tasks

Key experts have a crucial role in implementing the contract. Altogether, the team, including the non-key experts, shall have complementary experience and expertise about all the priority areas (and respective components) covered by the SSA MIP to be able to deliver high level services to DG INTPA units, EUDs and potentially other key stakeholder in Sub-Saharan Africa.

Your profile

Qualifications and skills

A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline; Strong knowledge of evaluation theories, methodologies, and best practices; Excellent writing and oral presentation skills in English; Strong analytical and problem-solving skills, with the ability to analyse complex data and draw meaningful conclusions. Excellent communication and interpersonal skills, with the ability to work collaboratively as part of a team; Strong writing and reporting skills, with the ability to produce high-quality evaluation reports; Experience with project management and coordination, including budgeting, scheduling, and stakeholder engagement; Strong knowledge of evaluation standards and guidelines, including the OECD/DAC Evaluation Criteria and the Evaluation Policy and Procedures of the European Union; Familiarity with gender, human-rights based approach, equality, environmental, and social inclusion considerations in evaluations. The team of key experts, as a whole, is required to have working knowledge of French.

General professional experience

At least 10 years of experience in evaluation in the development sector; Proven experience as a team leader or deputy team leader in complex evaluation assignments; Experience with monitoring and evaluation methodologies, including portfolio, impact, effectiveness, and efficiency evaluations

Specific professional experience

Experience with data collection and analysis, including surveys, interviews, and focus groups; Experience and knowledge of EU development policy, cooperation programmes and procedures.

Location information

The key experts will be based in Europe and shall be available for at least four in-person meetings a year within the facilities of DG INTPA in Brussels. All key experts may be deployed, at short notice in any country of Sub-Saharan Africa, or any other part of the world if it is deemed necessary for the achievement of the contract objectives and purposes

Start date & period of implementation

The intended start date is September 2025 and the period of implementation of the contract will be 48 months from this date (for a minimum of 720 days).
