    Introduction

    The position is located in the Public Finance and Actuarial and Statistical Services Unit (PFACTS) of the Social Protection Department (SOCPRO). SOCPRO is responsible for promoting social protection for all through adequate, sustainable, and comprehensive universal social security systems, including national social protection floors, in accordance with the Social Protection Floors Recommendation, 2012 (No. 202), the ILO Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards. PFACTS is responsible for providing advice to constituents on financial, actuarial and statistical issues applying the principles and values of ILO social security standards; articulating ILO positions on social security reforms, costing and financing of social protection systems, options for fiscal space and financial governance of social protection; as well as collecting, statistically processing and producing global social protection data within the framework of the ILO consultation on social security and various quantitative tools.


    The main role of the position is the application of actuarial and other quantitative tools for social security at global and country level, for sharing results and providing technical advice for the development of national social security policies, and for supporting the capacity building of ILO constituents. The position is also responsible for contributing to the development and maintenance of the tools of the Quantitative Platform on Social Security (QPSS), their use and dissemination, and the application of new and existing tools for the purpose of sustainability assessment, advocacy, and promotion of social protection worldwide.


    The incumbent works under the direct supervision of the Head of PFACTS and ultimately the Director of the Department. The incumbent works in collaboration with other specialists in SOCPRO, in the International Social Security Association (ISSA), multilateral development banks, international financial institutions and with UN agencies at the country and global levels.

    Description of Duties

    1. Provide technical and policy support to the PFACTS Unit and the SOCPRO Department in the areas of actuarial work related to social security, including financing and financial governance, in line with the International Standards of Actuarial Practice (ISAP) of the International Actuarial Association (IAA), and more specifically the one which refers to the financial analysis of social security programmes (ISAP-2); the Guidelines on Actuarial Work for Social Security of the ILO and the International Social Security Association (ISSA); and the principles of social security promoted by the ILO which are set-out in its conventions and recommendations on social security.
    2. Undertake quantitative research and analysis that takes into account gender and diversity considerations in the area(s) of actuarial techniques applied to social security, statistical systems and indicators regarding social protection, and contribute to the development of the QPSS and the ILO actuarial models. Commission research, draft terms of reference for research consultants and monitor and coordinate their work.
    3. Identify and maintain up-to-date knowledge on emerging trends and policy developments on latest actuarial developments in the field of social protection around the world, identifying best practices at national and international levels.
    4. Contribute to the full range of analytical and policy development work of the Department with regard to social protection financing, actuarial issues and financial governance of social protection systems, including among others prepare policy briefs/reports on national and international trends, best practices, training materials, formulating alternative new concepts and methodologies in the related field.
    5. Contribute to the development, enhancement and maintenance of multi-disciplinary quantitative tools, guides and training with regards to financing, actuarial and financial assessments of social security/protection schemes and systems.
    6. Participate in the identification of capacity development needs of constituents in relation to quantitative tools and models, guides, handbooks, and other training materials, applied to actuarial work. Prepare related training and learning materials and activities in collaboration with the International Training Centre in Turin (ITC-ILO) and/or with other relevant partners as applicable. Deliver training to diverse audiences using innovative methods and communication tools and leveraging the use of digital technologies. Participate in knowledge sharing activities.
    7. Provide technical advice with regard to financing and financial governance, in conformity with the relevant ILO standards and tailored to national circumstances. This includes contributions to the ILOโ€™s Global Flagship Programme on Building social protection floors for all.
    8. Undertake actuarial and financial assessment of social security/protection schemes and systems.
    9. Backstop development cooperation activities of the unit. Support resource mobilization efforts for new projects and activities, in the field of actuarial work, including financing and financial governance of social security programmes, funds, and institutions, using the QPSS, the ILO/ISSA Actuarial Service Platform and other innovative multidisciplinary tools.
    10. Perform other relevant duties as assigned.

      Required qualifications

      Education

      Advanced level university degree (Masterโ€™s or equivalent) in actuarial sciences, mathematics, economics, finance, data science or statistics or other relevant field.

      A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

      Experience

      At least five years of experience in work on social security development.
      Demonstrated experience in actuarial and economic modelling applied to social security.
      Experience working with social security institutions and/or international social security organisations is an advantage. Published work in the field covered by this position is an advantage.

      Languages

      Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language, one of which must be English.

      Competencies

      In addition to the ILO core competencies, this position requires:

      Knowledge of STATA or similar, advanced Excel, and Python or similar.
      Good knowledge and understanding of theories, trends and approaches in the area(s) of economics and actuarial science.
