GIZ International Services is shortlisted for the EU-funded tender: โEU-ASEAN Sustainable Connectivity Investment Facilityโ in Indonesia.
The overall objective (Impact) to which this contract will contribute is to improve sustainable connectivity between the EU and ASEAN and within ASEAN.
This aligns with the respective EU and ASEAN connectivity strategies (notably Global Gateway and MPAC 2025), the EU-ASEAN Plan of Action 2023-2027, and the Joint Ministerial Statement on Connectivity adopted at the ASEAN-EU Ministerial Meeting of 1 December 2020, and with core priorities of the EU strategy for cooperation in the Indo-Pacific.
The regional Multiannual Indicative Programme (MIP) for Asia and the Pacific 2021-2027 identifies sustainable connectivity as a priority area for cooperation with ASEAN and South-East Asia. The proposed action will directly contribute to achieving the expected connectivity results identified in the Regional MIP and in line with our objectives under the Global Gateway and Indo-Pacific Strategies. It will also be a key EU contribution to the Team Europe Initiative (TEI) on Sustainable Connectivity with ASEAN/South-East Asia and aim at fostering the creation of enabling environments contributing to facilitate sustainable connectivity investments, in combination with EU bilateral programmes, the European Fund for Sustainable Development Plus (EFSD+), as well as actions from EU Member States.

Qualification and skills
Minimum Masterโs degree or equivalent in economics, finance, law, engineering or a directly relevant discipline, or minimum 5 years equivalent professional experience in any discipline relevant to the project (equivalent experience must be in addition to the general professional experience duration fixed below). Excellent command of written and spoken English language. Proficiency in at least one additional official language of the ASEAN member states would be an asset.

Specific professional experience
Minimum 5 years of professional experience in management or participation in projects involving technical aspects covered under by the programme i.e. infrastructure financing and investment, including medium-small scale investments and innovative financing. Minimum 3 years of professional experience in the ASEAN region, such as in an ASEAN Member State or working within ASEAN bodies. Experience with EU-funded projects would be preferred.Location information
The operational base for the project will be Jakarta, Indonesia. Tasks will be performed in the ASEAN region. Limited activities may take place in other countries in the Asia and Pacific region and in the European Union, subject to prior approval by the Contracting Authority.
Start date & period of implementation
The intended start date is May 2024 and the period of implementation of the contract will be 48 months from this date (for a minimum of 880 days). The minimum percentage of time which each key expert should work in Jakarta, Indonesia shall be 75 %.
