Overall Purpose of the Role
The Support Services Team Leader is responsible for managing the support functions (Finance, Administration & HR, and Supply Chain) in Abyei. The position holds overall accountability for the tasks and activities of the administration, HR, supply chain, and finance teams.
Reporting directly to the Head of Support Services, the role oversees all support activities of the DRC Abyei office, with a strong field focus to ensure compliance with DRC procedures and guidelines. The position contributes to the development of strategies in Abyei and translates them into action plans and day-to-day tasks, while also providing technical guidance and support services to base operations.
Key Responsibilities
People Management
Support Team Leaders and managers in developing performance goals and objectives and liaise with the Juba office for technical support. Manage direct reports, including hiring, coaching, capacity building, objective setting, probation, performance appraisal, and staff development planning. Handle staff performance management, including addressing poor performance when required.Human Resources (HR)
Administration
Ensure proper maintenance of DRC offices and guesthouses, including budgeting of maintenance costs under donor budgets. Follow up on lease contract payments and other facilities management needs. Ensure accurate record keeping, tracking, and distribution of consumables in offices and guesthouses. Line manage maintenance staff (cooks, cleaners), ensuring a clean and safe environment while building staff capacity. Liaise with local authorities in Abyei on administrative and legal matters.Finance
Maintain and update the area office master budget and provide monthly input to the country finance team. Support managers in developing project budgets in line with DRC tools and donor requirements. Ensure accurate ledger postings and quality control of finance vouchers. Monitor budget spending and provide managers with timely budget updates. Submit fund requests on time to Juba and safeguard transferred cash in Abyei. Ensure timely supplier payments in line with contract terms.Logistics & Fleet Management
Plan and analyze fleet needs in coordination with managers and end-users. Oversee transport and fuel management for the DRC vehicle fleet, ensuring compliance with insurance, asset management, maintenance, and safety requirements. Monitor correct fuel usage and reporting. Support communications systems (radio, satcom) management and ensure cost-efficiency and maintenance. Contribute to preparedness planning for logistics systems (transport, warehousing, access routes, fuel availability, field communications, training needs).Asset Management
Ensure compliance with the Operations Handbook across offices. Submit monthly inventory/asset reports to the Area Manager. Implement tools to strengthen inventory management. Guide the disposal of unused/expired assets in line with donor/DRC approvals. Coordinate with security personnel on transport and communications-related matters.Warehouse Management
Ensure warehouse compliance with the Operations Handbook across all field offices. Submit monthly country-level warehouse inventory reports to SMT. Oversee disposal of expired or unused commodities with donor/country-level approval. Track all supplies, materials, and food from transit to receipt and storage. Provide input on secure and compliant warehouse contracting and facilities management.DRC Dynamics (ERP System)
Ensure proper application of ERP supply chain processes. Utilize ERP reporting and data analytics to improve supply chain performance. Contribute to achieving DRCโs strategic goals through sound decision-making, efficient resource management, and adherence to policies and standards.Qualifications & Experience
Bachelorโs degree in a relevant field (Finance, Business Administration, HR, Supply Chain, etc.). Minimum 3 years of management experience in finance, supply chain, and administration. Proven experience in fleet management, asset management, and distribution support. At least 3 yearsโ experience managing staff and teams. Experience working with service providers and contractors. Strong computer skills (MS Word & Excel) and experience with ERP systems. Knowledge of standard procurement procedures and documentation. Experience working with (I)NGOs. Full professional proficiency in English. Solid knowledge of cost planning, budgeting, and financial reporting.
