Job Purpose
Under the general guidance of the Senior Supply & Logistics Manager, the individual will be responsible for the planning and development of procurement strategies related to Institutional and Servicesย contracts, participates in UN Reform activities (for example, benchmarking, sustainable procurement, and UN procurement certification scheme), including training and capacity building of government counterparts, with the aim to streamline and harmonise procurement, as well as to ensure common procurement quality and high ethical standards. Supervision of Supply staff, developing annual work plans and conducting annual performance appraisals.
Summary of key functions/accountabilities:
Contracts management
Ensures all procurement activities related to Institutional and Service contracts follow the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures. Directly manage the country office procurement processes for contracting services that include Construction works, Cash incentives and social protection payments, Third party HR services, In-country logistics and advise programs/operations in supply strategy and recommended purchase methods; LTA's, Institutional Contracts, analysis and evaluation of procurement requests and appropriateness of Terms of References/Scope of Services.ย Supervise the issuance of public tender invitations to acceptable suppliers and contractors, evaluates quotations, clarifies offers, and negotiates with suppliers and contractors as appropriate. Makes recommendations for finalization of contract awards, adjudicates offers in consultation with Supply staff and programmes, prepares, present and defends submissions to Contract Review Committee (CRC). Establishes Long Term Agreements. In partnership with Supply staff, construction engineers and programme staff, evaluates suppliers and contractors with respect to delivery performance, product acceptability and commercial acceptability. Develops and executes procurement training and capacity building activities.Supply chain service and emergency response.
Provide input to the Country Programme Action Planning and advice on Supply requirements for the Plan of Operations and Annual Work Plans. Ensure appropriate planning, implementation, monitoring and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services. Analyze supply spend and develop procurement strategies based on category management to focus on strategic, essential supplies and services that contribute to results for children. Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children. In consultation with supervisor, maintain an emergency supply strategy based on risk assessment analysis and Programme assumptions. Participate in emergency coordination, implementation, and monitoring meetings with internal and external partners. Minimum requirements:
Education:
An advanced university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.
Work Experience:
At leastย a minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly-related technical fields is required.
Experience in commercial activities with the public or private sector in developing and industrialized countries.
Knowledge of worldwide procurement, contract negotiations and administration and ability to manage and monitor the effective use of financial and material resources.
Language Requirements:ย Fluency in English is required.ย
Desirables:
Developing country work experience and/or familiarity with emergency.ย
