The Supply Chain Specialist reports to Chief, Central Support Division, and works in close coordination with the Head of the Procurement Section and the Policy Compliance Monitoring Unit. ResponsibilitiesProvides support in the planning, implementation, monitoring and evaluation of the annual procurement plans with Field Offices as per procurement planning requirements and conducts mid-year reviews of the procurement plan, communicating to the Field Offices on corrective course of action as needed. Monitors the procurement processing KPIs and quality of work including the low value procurement processing progress to ensure that results are achieved according to schedule and performance standards. Provides technical advice on specifications, supply and logistics arrangements, customs clearance, warehouse inventory management and the distribution of supplies and equipment. Supports the stocktake exercise and coordinates closely with the Field Offices to complete the stocktake exercises in a timely manner. Provide technical support as needed to the Field Offices. Monitors key performance indicators of the procurement section and uses supply information/data from various systems to conduct root cause analysis of supply chain bottlenecks and challenges to drive improvements and ensure efficient and effective supply chain. Works with the different departments to develop tools to monitor supply management KPIs and propose improvement initiatives to automate as well as, enhance internal control and compliance. Addresses open audit recommendations and enhances compliance in supply chain management in coordination with Field Offices and the Policy Compliance and Monitoring Unit. Ensures compliance with procurement procedures, inventory management and monitoring key performance indicators. Coordinates bi-annual stock-takes and provides support to Field Offices. Supports the HQ Property Survey Board work, ensuring full documentation is provided in a timely manner and follow up on the actions and implementation including reviewing the meeting minutes and implementation. Acts as secretary to the Vendor Review Committee and support the compliance to vendor management procedures and processes. Provides operational support to headquarters and Field Offices on inventory, fleet, and fuel management to ensure efficient use of resources. Offers technical guidance to staff in both HQ and Field Offices on all fleet management matters. Develops tools to monitor and reduce fuel consumption. Conducts training for staff on supply emergency procedures and collaborates with procurement, supply, and logistics colleagues in the Field Offices to prioritize knowledge sharing and continuous capacity building. Prepares high quality data analysis on a variety of supply chain-related reports. Develops standard operating procedures, processes, presentations, communications, guidelines, and instructions related to supply chain functions, in coordination with the Policy Compliance and Monitoring Unit. Supports in the preparation of various additional management reports as required by senior management. Provides procurement and logistics support to Field Offices during emergencies or on request by executing rapid and efficient processes under high-pressure conditions to meet urgent needs. Assesses immediate requirements and addresses logistical challenges in remote or volatile regions, while ensuring compliance with operational standards. Deploys rapidly to the field to provide direct support for the effective delivery of humanitarian aid. Works closely with Field Offices procurement teams and other stakeholders to develop and implement response plans, manage logistics, oversee resource distribution, and monitor supply levels. Work ExperienceAt least five years of progressively responsible relevant experience in logistics and Supply chain management, out of which two years should be directly related to first-hand emergency logistics is required. Advanced university degree (Masterโs or equivalent) from an accredited educational institution in procurement and supply chain management, logistics, inventory management or a related field is required. Supply chain Qualifications Diploma in Data analysis and other monitoring tools is required. Experience in overseeing and managing supply chain activities at the international level for an intergovernmental organization, governmental organization, or a large multi-national organization is desirable. Experience in all phases of data monitoring and using information management tools such as Power BI, dashboards or other monitoring automation tools is desirable. Experience in service supply chain compliance, monitoring and supply chain performance management indicators and developing procedures and processes related to supply chain management is desirable. Experience in providing emergency operations support services to Field Offices under humanitarian, development, or conflict context is desirable. Experience in the supply chain modules in ERP (Enterprise Resource Planning) system is desirable.
