Organizational Setting

The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, risk management and internal control; coordinates the preparation of the Organization's strategic, programme and budget plans; manages allocation of resources and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results.

 

The position is located in OSP at FAO headquarters in Rome, Italy.

 

Reporting Lines

The Strategy and Planning Officer reports to a Senior Strategy and Planning Officer under the overall guidance of the Special Adviser, OSP.
 

Technical Focus

Strategic planning, results-based programming and budgeting, monitoring and reporting, and enterprise risk management.

 

Key Results

Research, technical analysis and related services/systems to support the planning, implementation and monitoring and reporting of corporate and country programmes.

 

Key Functions

  • Carries out basic research and support to policies and procedures to achieve full inter-divisional and interagency collaboration in strategic planning, results-based programming and budgeting, implementation, monitoring and reporting;
  • Executes analytical tasks associated with the preparation, review and analysis of the Organization's Strategic Framework, Medium Term Plan, Programme of Work and Budget, Mid-Term Review Synthesis Report and Programme Implementation Report;
  • Contributes to the design and operation of procedures and systems for the Organization's corporate results-based planning, monitoring and reporting processes, and enterprise risk management;
  • In the context of the UN development system repositioning, carries out basic research and support to policies and procedures associated with FAO country programming;
  • Carries out basic analytical tasks associated with resources management and corporate budgetary performance;
  • Performs other duties as required.

     Specific Functions

    • Supports the development and rollout of corporate results-based management processes and systems;
    • Supports corporate results-based planning, monitoring and reporting processes and production of the related Governing Body documents;
    • Supports the corporate foresight function, the identification of regional and technical priorities to inform corporate planning and development of cross organizational strategies and action plans;
    • Supports the development of policies, guidance materials and capacity development related to both joint UN and FAO-specific country programming processes;
    • Carries out data review and analysis to support development of corporate systems and management decision-making; produces related info graphics in support of OSP processes.

       

      CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

       

      Minimum Requirements

      • Advanced university degree in business or public administration, finance, economics, agriculture, development economics, international development, computer science or related fields.
      • Three years of relevant experience in planning, monitoring and evaluation, financial analysis, business process analysis and/or systems development.
      • Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency) of another official FAO language (Arabic, Chinese, French, Russian or Spanish)

          Technical/Functional Skills

          • Extent and relevance of experience in results-based planning, monitoring and reporting; familiarity with the Organization's planning, monitoring and reporting systems, including for country offices, is desirable.
          • Experience in country programming processes and associated coordination with regional teams, including in the context of the UNDS repositioning.
          • Extent and relevance of experience in collecting and analysing data and information from textual, database and human sources.
          • Extent and relevance of experience in analysing operational and programmatic issues related to country programming.
          • Ability to analyse and integrate issues in systems development for business processes.
          • Strong familiarity with relevant computer tools for communication and data analysis. Knowledge of the Oracle ERP systems is desirable.
          • Work experience in more than one location or area of work, particularly in field positions, is desirable.
